ACTION PLAN

Implementing Resolution No. 17 / NQ-CP dated March 7, 2019, of the Government on tasks, solutions, and focus of e-government development in the 2019-2020 period, with orientations to 2025

Deploying the Government's Resolution No. 17 / NQ-CP of March 7, 2019 on a number of tasks and solutions for the development focus of the e-government in the 2019-2020 period, with an orientation toward 2025 (hereinafter write abbreviated as Resolution 17), the provincial People's Committee issues an Action Plan to implement Resolution 17, with the following principal contents:

I.      OBJECTIVES

1.     General objectives

Perfecting the E-Government platform to improve the effectiveness and efficiency of the state administrative apparatus and the quality of service for people and businesses; developing e-government based on open data and data towards digital government, digital economy and digital society; ensure information safety and network security; maintain high rankings (top 10 provinces) in the annual information technology application index (ICT index).

2. Specific objectives

a) Period 2019 - 2020

- Upgrade and complete the one-stop electronic system and online public services to meet the requirements of receiving and processing documents, publicity, transparency of information, data sharing, continuous administrative procedures according to regulations.

- Continue to develop the provincial text axis according to advanced technology as an integrated platform, sharing data between information systems and databases; Send and receive electronic documents according to the schedule specified in the Prime Minister's Decision No. 28/2018 / QD-TTg of July 12, 2018.

- 100% of departments and branches; District People's Committees deploy the use of specialized data transmission networks of the Party and State officials, identifying this as the primary transmission infrastructure in connecting electronic and information administration systems, sharing data. Ensure information safety and security.

- 20% of the people and businesses participating in the e-government information system are verified for the smooth and unified electronic identification on all provincial, district and commune information systems.

- The ratio of online settlement dossiers to total administrative procedure-processing records of each department, department, branch or locality reaches 20% or more; integrate 100% of online public services at levels 3 and 4 with the National Public Service Portal; 100% of dossiers of handling administrative procedures are done through the modern electronic one-stop information system of the province.

- At least 30% of online public services performed at level 4; 100% of online public services are supported to answer questions for people and businesses; 1000% of organizations, departments and agencies disclose people's satisfaction when using online public services, disclose full information on the web portal as prescribed in Decree No. 43/2011 / ND-CP June 13, 2011 by the Government; 50% of online public services use digital signatures on mobile platforms to carry out administrative procedures; 50% of online public services processed by electronic records; 50% of people's information is automatically entered into online forms; 50% of online public services use data from the National Business Registration Database.

- 100% of documents management software and administration of departments, agencies, localities are connected and connected via the provincial text axis to send and receive electronic documents; 90% of documents exchanged between state agencies in the province (except for confidential documents as prescribed by law) in electronic form; At least 80% of work records at provincial departments and agencies, 70% of work records at district level and 40% of work records at commune level are processed in network environment (excluding confidential documents).

- At least 30% of periodical reports (excluding confidential documents) shall be sent and received via the National Reporting Information System.

- Shorten from 30% to 50% of the meeting time, minimize the use of paper documents through the Information System for meetings and work handling, electronic offices.

b) Period of 2021 - 2025

- 100% of public services at levels 3 and 4 are accessible, involving many people and businesses integrated into the National Public Service Portal; 100% of transactions on the provincial Public Service Portal and the electronic one-stop information system are verified electronically.

- 40% of the people and businesses participating in the e-government system will be verified smoothly and unified automatic identification on all provincial, district and commune information systems.

- The percentage of dossiers processed according to online public services at level 3 and 4 on the total number of records reaches 50% or more; 80% of administrative procedures meet requirements of deploying online public services at levels 3 and 4; At least 90% of people and businesses are satisfied with the administrative procedures.

- 90% of information systems of departments, branches and district-level People's Committees related to people and businesses have been put into operation, connected and connected through an integrated, shared platform data; Information of people and businesses that have been digitized and stored in national databases are not required to be provided again.

- 95% of work records at the provincial level, departments and branches, 85% of work records at district level and 75% of work records at commune level are processed in the network environment (excluding confidential documents).

- 80% of periodical reports (excluding confidential documents) of state administrative agencies are updated and shared on the National Reporting Information System.

- Receiving and replicating the Government Information System for meeting and handling work to apply uniformly from the provincial People's Committee to the provincial departments, committees, branches and district People's Committees.

II. MAJOR TASKS AND SOLUTIONS

1. Building a technological foundation to develop the provincial e-government

a) Complete updating and upgrading the E-Government Architecture Framework of Lam Dong Province, version 2.0 in accordance with the E-Government Architecture Framework of Vietnam (version 2.0) in September 2019.

b) Building and completing specialized databases, connecting and sharing with the electronic one-stop information system, provincial public service portal, national public service portal serving citizens and businesses. Karma.

c) Restructure information technology infrastructure in state agencies in the province in the direction of combining centralized and distributed models based on cloud computing technology, optimizing infrastructure Information technology floor by region (hiring information technology services) to effectively exploit and use existing infrastructure, at the same time, enhancing security, backup, disaster prevention and operation assurance information security and network security of information systems and databases.

Building and developing the e-government to ensure close association between information technology application and administrative reform, renovating practices and ways of working in service of people and enterprises, and transforming convert countries to digital governments, a digital economy, and a digital society

a) Deploy the operation of the Information System in service of meetings and handling Government affairs at People's Councils and People's Committees of provinces and districts as prescribed.

b) Upgrading and completing the features of the electronic one-door system and online public services under the Government's Decree No. 61/2018 / ND-CP of April 23, 2018, on implementation of the mechanism of one-stop for handling administrative procedures and instructions of the Government Office in Circular No. 01/2018 / TT-VPCP dated November 23, 2018 (completed before September, 2020)

c) Deploying technical measures to connect and share data between the electronic one-door system and provincial public-duty public services and the national public service portal (completed before September 2020).

d) Adjust the electronic one-door system and online public services to use the authentication system of the national public service portal (completed before June 2020).

d) Develop a provincial reporting information system connected to the government reporting and reporting system

e) Organize standardization of the structure, identification coding system, perform digitization of data and provide a list of digitized data according to regulations for integration and sharing among information systems of State agencies ensure the data is collected once.

2. Ensuring resources for deploying the construction of e-government

a) Mobilizing priority resources to build e-government in the form of hiring IT services provided by information technology enterprises using state budget capital according to current regulations. operating, not using conditional ODA loan capital to deploy building e-Government system.

b) Develop programs, organize training, training for cadres, civil servants and public employees on e-government, exploit and use information systems, work on the network environment, use services online public service at the level of 3.4 (for citizens and businesses).

c) Actively deploy communication programs to raise awareness, change behavioral habits, create a consensus of people and businesses on the development of e-government.

d) Studying and implementing international cooperation, learning experiences about building e-government, ensuring the compliance with the law, focusing on and focusing on the strengths of partners, regardless of a unique partner, especially in information security, network security, ensuring information disclosure, national secrets, mastering technology and system source code.

 

Reviewing and consolidating the Steering Committee for building e-government of the province; set up a working group to assist the Chairman of the Steering Committee, acting as an agency to ensure the implementation of the construction and development of e-government. In which, the Department of Information and Communications and the Delegation's Office, People's Council and Provincial People's Committee are the two nuclei to build e-government to ensure close cohesion between information technology application and administrative procedure reform in the province.

 

Focusing priority resources on building and completing the systems: Linking electronic documents; integrated platform, data sharing; electronic one-door system and online public services; specialized data transmission networks of Party and State agencies; document management system and administration of departments, agencies, localities; electronic storage system.

III. ORGANIZATION OF IMPLEMENTATION

1. Departments, Boards and branches; The People's Committees of districts and cities shall, based on their functions and tasks, direct the elaboration of the plan, prioritize the allocation of funding to implement Resolution 17 and the contents of this Plan; building a unified electronic administrative procedure handling process in the province as a basis for implementing online public services at level 3.4. Quarterly, report on performance evaluation, send to the Department of Information and Communications before the 20th of the last month of the quarter to synthesize and report as prescribed.

2. Department of Information and Communications

a) Preside over and coordinate with departments, agencies, and localities to implement this Plan; disseminate and widely propagate Resolution 17 and this Plan in the province.

b) Preside over and coordinate with the Secretariat of the Secretariat, the People's Council and the People's Committee of the province, the provincial police, and related agencies to implement network information safety and security in the process of complying with regulations of law; organize the service hiring, assign tasks to Vietnamese organizations and enterprises to supervise the information security, and to test and penetrate information systems for e-government; regularly organize training and drills to ensure information security for the e-government.

c) Guiding, urging and inspecting departments, agencies, localities to build and deploy the architecture of e-government; guide, advise and inspect the construction of specialized databases; prioritize ensuring the integration and sharing of data between information systems and databases according to the guidance of ministries and branches. , center.

d) Monitor, urge, summarize, inspect and evaluate the results of the implementation of Resolution 17 and this Plan; promptly propose the provincial People's Committee to direct and resolve difficulties and problems in the implementation process.

3. Provincial police

Assume the prime responsibility and coordinate with the Department of Information and Communications and the provincial Military Command in ensuring information and network security in the process of implementing the contents of the Plan according to its assigned functions and tasks.

4. Department of Home Affairs

Chairing and coordinating with the Department of Finance, the Delegation's Office, the People's Council, and the Provincial People's Committee to propose the application of policies and policies to attract high-quality human resources to work in the Working Group assisting the Construction Steering Committee Leader provincial e-government decided.

5. Department of Planning and Investment

Assume the prime responsibility for, and coordinate with the Department of Finance, the Department of Information and Communications in prioritizing the balance and arrangement of investment capital sources for building the provincial e-government according to regulations.

6. Department of Finance

Assume the prime responsibility for, and coordinate with the Department of Planning and Investment, the Department of Information and Communications in prioritizing the balance and allocating non-business capital sources to perform the tasks of building the provincial e-government according to regulations.

7. Office of the Delegation Delegation, People's Council and Provincial People's Committee Monitor and urge departments, branches and localities to review and simplify the administrative procedures, build internal procedures to handle administrative procedures.
