Decision Approving the Scheme on “Conservation and development of the cultural space of the gongs in the Central Highlands among ethnic groups in Lam Dong Province by 2020” 

DECIDES

Article 1. To approve the Scheme on “Conservation and development of the cultural space of the gongs in the Central Highlands among ethnic groups in Lam Dong Province by 2020” with the following principal contents:

I. GENERAL ASSESSMENT

Over the past years, receiving the attention of the Party and State, economic development and poverty reduction programs have steadily facilitated ethnic minority areas in Lam Dong. The national target program on culture has contributed significantly to improving the spiritual life, preserving and promoting the traditional cultural values of the ethnic people in the South Central Highlands. The People's Committee of Lam Dong Province issued Decision no. 1583/QD-UBND dated July 9th, 2009 approving the Scheme Conservation and development of the cultural space of the gongs in the Central Highlands among ethnic groups in Lam Dong Province for the 2009 - 2010 period with vision to 2015. All levels, branches, and mass organizations in the province have actively implemented the Scheme and achieved many positive results; especially the establishment, maintenance, and development of gong groups and teams in most ethnic minority villages in the province; in addition, there are 16 gong teams and groups established in tourism areas, spots, and business establishments in the districts of Lac Duong, Da Huoai, and Duc Trong, and Bao Loc and Da Lat CIties, organizing performances to cater to visitors' curiosity and cultural exchanges, thereby, contributing to enhance the pride of traditional cultural heritage of Central Highlands ethnic groups in general and of Lam Dong in particular.

Apart from the results, some ethnic minority areas in the province still face many difficulties and challenges in the implementation of the Scheme such as: the gradual loss of customs and practices, change in the mode of production labor and the environment for cultural activities; many values of culture, music, folk songs, traditional dances have gradually disappeared; the awareness of some officials and people in preserving and promoting traditional cultural values is superficial and insufficient. On the other hand, the gong's cultural performance space has shrunk, traditional ceremonies are no longer regularly maintained; the exploitation of the cultural heritage values of gongs in festive activities or in combination with tourism development has not been paid proper attention; the phenomenon of some gong groups and teams spontaneously performing have arose and tended to be commercialized and less focused on preserving traditional culture.

II. OBJECTIVES

1. To raise awareness of the position and role of all levels of government, community, and cultural heritage owners in the effective preservation, conservation, exploitation, and promotion of the intangible cultural heritage The cultural space of the gongs in the Central Highlands as committed by our country to UNESCO. Gradually, to restore the values of the cultural space of the gongs in the community life of the Central Highlands' ethnic minorities in Lam Dong, contributing to the development of culture and tourism in the integration period.

2. To conserve and promote the positive values of the cultural space of the gongs; igniting the people's pride, strengthening the confidence and excitement among the people, creating a solid foundation to contribute to building the people and culture of Viet Nam in Lam Dong Province for sustainable development.

3. To build a generation of young and core artisans to be the inheritance in preserving and promoting the cultural space of the gongs; to restore traditional cultural activities, harmonizing with the modern cultural environment so that artisans and young people from ethnic minority groups can have favorable conditions to work, practice, and integrate with the overall developing trend of the whole society but still preserve the identity of each people.

4. To contribute to the diversity and abundance of activities of the grassroots cultural system, meeting the demand for cultural and spiritual enjoyment of people of all strata. To perform national unity, and to contribute to stabilizing politics, maintaining social order and security, and building a rich and healthy cultural life.

III. CONTENTS

1. Propaganda and motivation to raise awareness about heritage of the cultural space of the gongs in the province.

a) To propagate and motivate ethnic minority people to carry out the Party's directions and the State's policies on the conservation and promotion of the tangible and intangible cultural heritages in the province, in which focusing on the values of the Cultural space of the gongs in the Central Highlands. To elaborate specific propaganda contents in diversified and rich forms in order to raise the awareness of all levels, branches, mass organizations, and communities in conserving and the values of the Cultural space of the gongs in the province. To associate the work of preserving and promoting the heritage value of the Cultural space of the gongs with the Movement "All people unite to build cultural life" in accordance with the actual situation of the locality.

b) To diversify the mode of propaganda through billboards and posters; to set up special pages and programs on the province's media to propagate the role models in preserving and promoting the heritage of the cultural space of the gongs in the area, spreading and raising awareness of cultural identity to this heritage.

2. Organization of activities to conserve and promote the heritage values of the cultural space of the gongs.

a) To formulate and support the activities of traditional cultural and art clubs to create an activity space, to maintain and preserve the culture of ethnic minority people's identity, and to support the community in the work of preserving the traditional cultural space related to the environment of cultural activities of the gongs.

b) To select and support the preservation and development of traditional cultural space in association with the environment of gong performance of ethnic minority villages and groups.

c) To organize the inventory of the quantity, quality, origin, and owners of the gongs; to compile dossiers for each set of gongs for management purposes; to investigate the names of gong songs that are in danger of disappearance; to make a list of artists on gong performance, tuning gongs, and teaching gong performance and related instruments in the locality, and of the number of folk performance teams using gongs. To organize training courses on the management of gong cultural activities for grassroots cultural staff and staff in charge of cultural and community houses.

d) To support the organization of classes on training, fostering, and teaching on vocal skills, tuning gongs, gong performance techniques, performance styles, etc. to transfer gong skills among generations, and teaching the main skills in preserving gong culture (making and using musical instruments and gongs, folk singing and dancing). To organize exchanges between gong artists to record, preserve, and guide young artisans to practice the cultural heritage.

e) To maintain the effective organization of the "Culture, Sport, and Tourism Festival of ethnic minorities in Lam Dong" at provincial level (rotating each district and city to host each year) and at district level for local ethnic minority groups. To organize to bring Mai, K'ho, and Churu art troupes to participate in activities by the Ministry of Culture, Sports, and Tourism and other localities outside the province.

e) To mobilize social resources to support programs and projects on economic development in association with the preservation and development of the culture space of the gongs. To promote the role of cultural subjects in the preservation of traditional cultural values (festivals, gong performances, folklore literature, etc.). To introduce activities of teaching gongs to extracurricular activities at ethnic boarding schools in the area.

3. Investment in preserving and promoting the cultural space of the gongs in Lam Dong.

a) To invest in material facilities and equipment, and to build programsa and activities for villages to restore the four types of traditional cultural values the Cultural space of the gongs (festivals, patterns, gongs, and musical instruments) for conservation and combining tourism. To provide funding for the upgrading and purchase of equipment for gong activities for gong groups and clubs at the grassroots.

b) To restore and preserve patterns on costumes, New Year poles, ceremonial poles, and festive decorations, and gong and musical instrument performances in ethnic minority villages. To build the cultural corner of gongs at the province's Museum, traditional rooms, cultural houses, and community houses of localities, ensuring the conditions for reproducing and introducing the daily life, customs, practices, etc. of the ethnic minorities in the Central Highlands to serve the needs of visiting and learning to contribute to preserving the values of cultural heritage of the community on the spot.

c) To continue to educate and train the knowledge and skills of cultural gong performances to the province's Ethnic Music and Dance Group to associate with programs serving political tasks and cultural events and performances serving the people and tourists.

d) To build and publish publications (books, pictures, tapes and discs, etc.) as documents and materials for conservation, introduction, and promotion of cultural heritages, festivals, patterns, gongs and musical instruments of the Central Highlands peoples to the people in the province and domestic and international friends.

e) To mobilize all resources of the society to participate in preserving and promoting the Cultural space of the gongs. To promote cooperation, taking advantage of the support of cultural preservation funds, enterprises, and tourist sites and spots in order to enhance exchanges and promotion of gong culture in association with tourism development. To adopt support policies for organizations and individuals when investing in cultural and tourism development in association with the promotion of the gong cultural heritage among Central Highlands' ethnic minority people in Lam Dong. To promptly commend units, organizations, and individuals who make great contributions to investment in cultural development and preservation of cultural values in terms of customs, festivals, beliefs, etc. in the locality.

4. Improving the mechanism and policies in the work of preserving and developing the cultural space of the gongs in the Central Highlands among ethnic groups in Lam Dong Province .

a) To adopt specific remuneration policies for artisans, village elders, village heads and reputable people in preserving, educating, and promoting traditional cultural values, especially the community's gong cultural heritage. To set up general regulations on activities for gong teams, groups, and clubs in the whole province.

b) To establish funding quota to support and maintain regular activities for groups and clubs in teaching young generations about gongs, musical instruments, folk songs, folk dances, etc.

c) To mobilize social resources to support economic development programs, projects, and schemes in association with preserving the development of the cultural space of the gongs. To promote the role of the community in preserving cultural values (festivals, gongs, folklore literature, etc.).

5. Human resource training

a) To strengthen human resources and raise the efficiency of state management in performing the task of developing culture and preserving and promoting ethnic cultural identity from the province to grassroots.

b) To train and foster professional skills for civil servants and officials working in the field of ethnic minority culture, especially young cadres and ethnic minority cadres for the preservation of the cultural space of the gongs.

V. FUNDING FOR THE IMPLEMENTATION OF THE SCHEME.

1. State budget source: Funds provided by the Central Government and provincial and local budgets spent each period and year.

2. Mobilizing socialization source: Strengthening the mobilization of capital from enterprises and society for cultural programs and activities.

Article 2. Implementation Organization.

1. Department of Culture, Sports and Tourism:

- To host and coordinate with relevant agencies, committees, branches, and agencies, People's Committees of districts and cities in the province to elaborate detailed plans for the execution of the Scheme;

- Annually, to make budget estimates and send them to the Department of Finance for evaluation and submit them to the People's Committees of the province for approval in order to implement the Scheme; to compile reports on the results of the Scheme's execution; to timely advise the People's Committee of the province to solve difficulties and obstacles during the implementation of the Scheme;

2. Department of Finance:

- Annually, to evaluate the budget estimates of the Department of Culture, Sports, and Tourism and report the proposal to the People's Committee of the province for consideration and approval on the implementation organization of the project.

- To host and coordinate with the Department of Planning and Investment, People's Committees of districts and cities, Department of Culture, Sports, and Tourism, and relevant branches to advise the People's Committee of the province on directing the use of investment funding sources to preserve and promote the values of the cultural space of the gongs.

3. The province’s Television Station, Lam Dong Newspaper:

- To actively develop and implement programs, sections, topics, and columns to promote the activities of praising typical examples in preserving the heritage of the cultural space of the gongs in the localities.

- To strengthen activities of information, propaganda, and promotion of the cultural space of the gongs for the potential development of tourism in the province.

4. Department of Education and Training:

To direct schools to strengthen the intensive propagation of traditional cultural values, responsibilities, obligations, and benefits of young generations in the activities of preserving and promoting the cultural heritage of ethnic groups and the cultural space of the gongs in Lam Dong Province. To guide the teaching of gongs in extracurricular programs at ethnic boarding schools in the province.

5. People's Committees of districts and cities:

- To develop a detailed plan to implement the Scheme in accordance with local characteristics;

- To prepare annual plans on investment in the development of the cultural institution system and cultural activities, and to organize effective measures for the state management of cultural activities in their respective localities in accordance with the practical situation of the localities; to encourage organizations and individuals in the locality to invest in the construction of facilities in service of culture, sports, entertainment, and recreation activities in their localities where there are many ethnic minority people living.

- To direct the Culture and Information Office, the Culture and Sports Center, and the commune administrations in preparing plans and allocating funds from the local budgets to organize activities of preserving and promoting the values of the Cultural space of the gongs. To raise the quality of the Movement "All people unite to build cultural life" and campaigns, movements and programs on culture, arts, and sport, thereby creating a strong change of awareness and awareness of the community about the importance and role of traditional cultural heritage and the task of human development in the current situation.

Article 3. Head of the Office of the People's Committee of the Province; Directors of the Departments of: Culture, Sports, and Tourism; Finance; Planning and Investment; Education and Training; Heads of provincial departments, agencies, and units, and chairmen of the People's Committees of districts and cities in the province are responsible to implement this Decision from the date of signing for promulgation./.
