Article 1. To approve the Five-Year Management Plan (2018-2022) of Lang Biang
Biosphere Reserve (hereafter referred to as the Management Plan with the
1. General objectives:
To establish inter-sectoral cooperation mechanisms
to protect, maintain and develop ecosystem services, to ensure the well-being
of people and the economic development associated with the sustainable
development goals for the 2030 agenda for sustainable development in Viet Nam.
To efficiently mobilize resources and to maximize the effectiveness of
cooperation among related parties, contributing to the implementation of the socio-economic
development plan of Lam Dong Province in the areas of Lang Biang Biosphere
Reserve (hereafter referred to as the LBBR); at the same time, to carry out
national responsibilities in implementing UNESCO/MAB Strategy 2015-2025 and Lima
Action Plan (2016-2025)
To make the Management Plan to orient and build
activities/programs/projects to develop the LBBR; this will be the basis for
mobilizing and integrating capital sources: budget (central, local), ODA, socialized
capital, etc. from other programs/projects related to activities such as conservation
of biodiversity, sustainable livelihoods, scientific research, etc. in the LBBR.
2. Specific objectives to 2022:
- To effectively develop and implement the collaborative management model to manage and reduce the
damage to forest resources.

The total expected funding needed to implement the integrated activities/programs/ projects under the Management Plan is 48.9 billion Vietnamese dong, including:
- Central budget: 11.7 billion Vietnamese dong;
- Local budget: 17.2 billion Vietnamese dong;
- ODA: 16.0 billion Vietnamese dong;
- Socialized capital: 4.0 billion Vietnamese dong
(Details of the planned budget to be implemented for each program/activity under the Management Plan can be found in the attached summary.)
The total budget for
implementation in the planned period may increase or decrease depending on
budget allocation (central budget, local budget), and other sources of funding;
and shall be managed and used in accordance with the State Budget Law, the agreements
with donors, and current relevant regulations of competent authorities.
4. Management and implementation of activities/programs under the Management

- Based on the approved Management Plan, the LBBR’s Management Board shall develop
plans and budgets for the operation, send it to the Department of Finance for
appraisal, submit to PPC for consideration and decision in accordance with
State Budget Law and current regulations.
Article 2. Implementation Organization:

- To be responsible for coordinating
and supporting the Management Board of the LBBR in the implementation of the programs/activities under
the Management Plan, based on the assigned functions and duties.
- To plan and implement the tasks
assigned in the Management Plan; to be responsible for the management, implementation and use of allocated budget in accordance with current

and use natural resources of the LBBR are entitled to enjoy their legitimate rights and
interests in accordance with the law, and benefit from the effective exploitation of the LBBR.
- To participate in discussion, consultation,
and ideas proposal for the LBBR’s programs/plans/activities with the relevant provincial agencies.
- To contribute and mobilize
resources for the maintenance and implementation of the LBBR’s programs/activities.
6. The communities living in the LBBR:
- To engage in communication,
education, awareness raising, community-based tourism; support for forest
patrol and protection; monitoring and feedback on activities of conservation,
development and promotion of the value of the biosphere reserve.
- To proactively propose and give
advice to the LBBR’s Management Board and related parties (provide feedback on the Management Plan, suggest or promptly report problems occurring

benefit from the conservation, development and promotion of the value of the LBBR.
Article 3. This Decision takes effect from the date of
