Decision On Issuing The Plan On Commercial Development Of Lam Dong Province Until 2025 

DECIDES:

Article 1. To issue together with this Decision the Plan on commercial development of Lam Dong Province until 2025.

Article 2. This Decision takes effect from the date of signing and issuance.

Article 3. The Chief of the Provincial People’s Committee Office; the Directors of the Departments of: Industry and Trade, Planning and Investment, Agriculture and Rural Development, Finance, Natural Resources and Environment; the Centre for Tourism and Trade Investment Promotion; the Co-operative Union; the Chairmen of the People’s Committees of districts, the Cities of Da Lat and Bao Loc; heads of related units are responsible for implementing this Decision.

PLAN

On commercial development of Lam Dong Province until 2025

(Issued together with Decision No. 20/QĐ-UBND of the People’s Committee of Lam Dong Province dated 4th January 2018)

 

I. TARGETS, REQUIREMENTS

1. General targets

a) Develop the commerce synchronously and comprehensively with civilization and modernization; attract the participation of economic sectors; boost the consumption of agricultural products; timely provide essential products and commodities, satisfying the demands on production and consumption of the people; make convenient circulation, guaranteeing social welfare, contributing to the province’s socio-economic development;

b) Enhance infrastructural development of commerce and e-commerce; enhance the activities of trade promotion, focusing on trade-name establishment and product consumption connection;

c) Effectively manage conditional and limited trading commodities and food safety through its origin identification via management software;

d) Guarantee the growth of the total turnover of commodity retailing, the turnover of consumption service and export; diversify the export market for the province’s principal commodities.

2. Specific targets

a) The growth speed of the total turnover of commodity retailing, the turnover of consumption service reaches 10-12%/year, of which the total turnover of commodity retailing obtains 10% and the service turnover 15%/year.

b) The growth speed of the export turnover obtains 14-15%/year, of which the principal exported commodities constitute 95% of the total export turnover.

c) By 2025, the commodity market penetration of Viet Nam at distribution channels obtains from 80-90%; each region in the province shall establish at least one Vietnamese point of sale under the name “Proudly Vietnamese goods”.

d) By 2020, 50% of enterprises regularly update information about the introduction and selling of their products on their websites; implement goods order or receipt of order via online applications and e-commerce websites; by 2025, this ratio obtains 70%.

e) By 2025, 100% of the province’s markets shall have invested in essential infrastructure, guaranteeing that these markets comply with standards on food hygiene and safety as regulated.

3. Requirements

Carry out all the activities and missions specifically, practically and effectively, associated with the campaign “Vietnamese prefer to use Vietnamese goods”, with the coordination between branches, between branches and the locality; in combination with programs and projects.

II. CONTENTS OF IMPLEMENTATION

1. Develop commercial infrastructure

a) Establish 02 Trading Exhibition Fair Centers in the Cities of Da Lat and Bao Loc, 01 Logistics Center in Bao Loc, 01 commercial center trading domestic goods in Da Lat, 01 trading production materials in Duc Trong District, 01 first-class commercial center in the project of Hoa Binh Zone – Da Lat City; suitably allocate land funds and call for investment from economic sectors;

b) Establish commercial centers, retail supermarkets in districts and cities serving the people’s demands for shopping and consumption; suitably plan land funds and call for investment from economic sectors;

c) Establish 03 warehouses to preserve agricultural products in the Districts of Lam Ha, Di Linh and Bao Lam; select a location near agricultural product manufacturing areas to be convenient for goods transportation, land fund allocation and investment attraction;

d) Develop the system of markets, establish markets and flower trading centers at the foot of Prenn Pass – Ward 3 – Da Lat City; upgrade and extend available markets, invest in newly building rural markets; effectively carry out the Planning on developing the market system, supporting the infrastructural investment of rural markets.

2. Stabilize commodity market

a) Form the Vietnamese goods distribution system serving consumption and production; facilitate and encourage enterprises to develop mini marts applying goods management software, ensuring goods quality, food safety and reasonable price; focus on essential products (foods, fuels, etc.) serving the people’s life first, specific agricultural products and specialties of Lam Dong Province serving the people and visitors, materials and equipment for agricultural production;

b) Build and support points of sale of the Vietnamese goods under the name “Proudly Vietnamese goods” with the target that each district/city shall have at least 01 point of sale of the Vietnamese goods in 2025; form at least 01 point of sale of the Vietnamese goods every year;

c) Implement market stabilization of essential goods for national holidays, Tet holidays; set up the plans for goods preparation by November each year to serve the people’s demands on consumption; organize the implementation of market stabilization, avoid speculation causing sudden variation in prices;

d) Implement the solutions on domestic market development in association with the campaign “Vietnamese prefer to use Vietnamese goods” in Lam Dong Province for the stage of 2014-2020 as stated in Decision No. 2060/QĐ-UBND.

3. Trade promotion

a) Enhance trade promotion activities with intensive contents and specific outcomes, advertise specific products of the province bearing the trademark “Da Lat – Wonderful essence of a peaceful land”; via meetings on commercial exchange, connecting supply and demand; specialized seminars; exhibition fairs; mass media (video clips, reports, etc.); other advertisements (panels, slogans, etc.); brochures, newsletters, etc.;

b) Establish commercial centers in the province to advertise and sell specific products of the locality; for the stage of 2018-2020, firstly establish 02 commercial centers in the Cities of Da Lat and Bao Loc, gradually establish some in districts; the People’s Committees of the Cities of Da Lat and Bao Loc and districts allocate land funds, support and call for local enterprises to participate in the investment and development in those centers under the form of establishing management co-operatives, of which the representatives of the enterprises are co-operative members. In addition, the local branches and levels shall encourage and support enterprises of the province to establish and expand stores which introduce and sell the enterprises’ products; associate with provinces and cities in the whole country to support enterprises of the province in distributing and advertising their products;

c) Develop linking models to consume the products; organize the development of the model Enterprise/Co-operative Union - Co-operative – Farmers using the products and providing agricultural materials; organize the implementation for products with the trademark “Da Lat – Wonderful essence of a peaceful land” and the province’s collective trademark;

d) Organize the program “Bring Vietnamese goods to rural areas” in remote areas of the province; focus on disseminating the Campaign “Vietnamese prefer to use Vietnamese goods”, introducing the Vietnamese prestigious enterprises and the Vietnamese quality goods, providing rural consumers with the best information and products; in each linking program, establish the Vietnamese points of sale in rural markets;

e) Provide information on supply capacity for the province’s specific products such as goods species, suppliers, etc., the demands on distribution and consumption of units on the portal gates of the Provincial Center for Trade and Tourism Investment Promotion, the Department of Industry and Trade, and the Department of Agriculture and Rural Development, facilitating enterprises in business update, connection and cooperation;

f) Organize market research and partner seeking; regularly organize talks and meetings with enterprises for enterprises, co-operatives and business households to share business development and market expansion.

4. E-commerce

a) Enhance the application of e-commerce in enterprises, using websites for goods introduction, ordering, selling and online payment; organize activities on e-commerce dissemination and training for enterprises; encourage and support enterprises to build e-commerce websites, participate in prestigious e-commerce transactions domestically and externally; build appropriate solutions on e-commerce application (capacity document, online marketing, online sale, business management software);

b) Enhance the quality of e-commerce management; focus on supporting enterprises in infrastructure and application of advanced technology in e-commerce; motivate international integration of e-commerce; monitor and timely update the establishment and operation of e-commerce websites to produce measures and policies for effective management;

c) Organize the implementation of solutions for e-commerce development of Lam Dong Province for the stage of 2016-2020 as stipulated in Decision No. 2630/QĐ-UBND dated 29th November 2016.

5. Export

a) Prioritize the development of the 11 principal exported commodities of the province: aluminum, yarn, silk, garments, valves, products related to gas and oil, coffee, tea, cashews, vegetables, and flowers; these exported products are aesthetically manufactured under high-tech, intelligent technology, and deep processing, bearing the trade-mark of Da Lat, being entitled as a prestigious export enterprise as selected by the Ministry of Industry and Trade;

b) Diversify the export market, focusing on penetrating and developing such markets as: ASEAN (Singapore, Malaysia, Thailand, Indonesia, Laos, Cambodia, Myanmar); Northeast Asia (Korea, Japan); Chinese speaking markets (China, Hong Kong, Taiwan); Oceania (Australia, New Zealand); Europe (Germany, France, the Netherlands, the United Kingdom, Italy, member countries of the Eurasian Economic Union); the Americas (the United States of America, Canada, Mexico, Argentina, Brazil, Chile, Peru); Africa (Egypt, Algeria, Morocco, the Republic of South Africa, Angola, Mozambique, Côte d'Ivoire, Ghana, Nigeria, Senegal, Ethiopia, Kenya, Tanzania, Cameroon, the Republic of the Congo); West Asia (UAE, Turkey, Saudi Arabia, Israel, Lebanon); South Asia (India, Pakistan, Bangladesh, Sri Lanka);

c) Organize the implementation of solutions for the Project on developing the export of principal commodities of Lam Dong Province for each market region by 2020, with a vision to 2030, as stipulated in Decision No. 1832/QĐ-UBND dated 17th August 2017; focus on the planning affair and effectively carry out the planning on developing the areas of manufacturing such products as tea, coffee, vegetables, flowers, cashews, etc.; support farmers in production with agricultural processes of hi-tech, intelligent technology, and post-harvest technology; establish a connection between production – processing – export; organize export promotion activities suitable to each market;

6. Market management

a) Instruct, provide information for businesses; supervise, examine and inspect businesses in the market, especially supervise conditional and limited trading commodities, multi-level marketing, and meetings on product introduction, commercial exhibition fairs, specialties and agricultural products imitating the trade-mark of Da Lat, etc.;

b) Enhance the management on food safety under the management of the industry and trade field and in business operation; organize dissemination and education of the law on food safety; enhance professional ability for officials in charge of food safety management; instruct businesses to comply with food safety regulations; organize inspection and examination of business operations related to food safety on peak occasions like holidays, Tet, etc.; chain-based management on food safety and searching for the origin based on the management software;

c) Make positive changes in market management affairs on anti-smuggling, counterfeiting, etc.

7. Management and conversion of market management model

a) Strengthen the socialization in market management; attract economic sectors to participate in investing in, developing and managing the projects of newly-built markets;

b) As part of markets being managed by the Management Board or Management Group belonging to the People’s Committees of district level or commune level, require to implement the conversion in accordance with the approved routine; by 2025, implement the management conversion for 100% of required markets in the whole province;

c) Effectively manage business operations, fire and explosion prevention and fighting affairs, environmental sanitation and food safety at markets; by 2025, 100% of the province’s markets must comply with the regulations on food safety in their businesses.

III. EXPENDITURE

The total expenditure for the implementation is 2.58 billion VND, from the provincial budget, which will be used for the items as stipulated.

IV. ORGANIZATION FOR IMPLEMENTATION

1. The Department of Industry and Trade

a) Takes responsibility for implementing this Plan with the highest results; summarizes and reports the implementation and results; proposes suitable methods to effectively carry out the Plan; cooperates with branches and localities to fulfill the assignments;

b) Sets up the plans for goods preparation and market stabilization measures by November each year to serve the people’s demands on consumption for Tet holidays; organizes the implementation of the Plan and reports the results.

Allocates the expenditures for supporting the investment in rural market infrastructure to attract economic sectors participating in the investment, development and management.

3. The Department of Finance

Annually allocates the expenditures for activities, programs and projects to carry out this Plan.

4. The Department of Agriculture and Rural Development

Carries out the production planning for the province’s principal products, supports farmers in hi-tech and intelligent technology manufacturing, meeting the market demands; develops linking models in production and agricultural product consumption.

5. The Department of Natural Resources and Environment

Updates and allocates land funds for the planning and land use plans at provincial and district levels; issues land use right certificates for markets upon the investors being approved with their investment guidelines by competent authorities and carry out the land lease as regulated by law; enhances inspection and supervision for guaranteeing environmental sanitation.

6. The Provincial Center for Trading and Tourism Investment Promotion

Organizes commercial promotion activities aiming at boosting the domestic market development and strengthening export; attracts investments in commercial infrastructural projects; advertises the trade-mark and creates the trade-name “Da Lat – Wonderful essence of a peace land”.

7. The Provincial Co-operative Union

a) Disseminates the co-operative model for market management; instructs and supports the establishment of co-operatives for market management to speed up the conversion of the market management model for the whole province;

b) Cooperates with related departments and branches to carry out the models of agricultural product consumption and agricultural material supply: the model Enterprise/Co-operative Union - Co-operative – Farmers in gathered agricultural production regions;

8. The People’s Committees of districts and cities

a) Allocate adequate land funds and suitable locations for commercial infrastructural projects;

b) In each region, establish one or several typical and specific products to develop the local economy;

c) Focus on steering and effectively organizing the conversion of the market management model in accordance with the plan;

d) Cooperate with the Department of Industry and Trade and related units to effectively implement market stability, commercial promotion, market management and product consumption connection chain.

Based on this Plan, the Provincial People’s Committee hereby requires related Departments and Branches, the People’s Committees of districts and cities to cooperate together in organizing the implementation, and annually report the implementation results to the Department of Industry and Trade by the Fifteenth day of December to submit to the Provincial People’s Committee.
