Decision To Approve The General Planning Task For Bao Loc City And Neighboring Areas, Lam Dong Province Up To 2040 


Article 1. To approve the general planning task of Bao Loc City and neighboring areas, Lam Dong Province up to 2040 with the following contents:

1. Name of the project: General planning of Bao Loc City and neighboring areas, Lam Dong Province up to 2040.

2. Scope and borders of the planning:

a) Location: Bao Loc City and a part of Bao Lam District, Lam Dong Province.

b) Research scope:

- Direct research scope: the entire administrative boundary of Bao Loc City (06 wards and 05 communes) and neighboring areas of Bao Lam District (including 5 communes: Loc An, Loc Tan, Loc Thanh, Loc Nam, and Tan Lac).

- Open research scope: adjacent to Bao Loc City, extending to localities in Lam Dong Province and bordering with Lam Dong Province.

c) Area of the planning: 597.71 km2 (59,771 ha).

3. Reasons and necessity of the planning:

a) To meet the new role and position of Bao Loc City in Lam Dong Province:

- Establishing the objective and vision of developing Bao Loc City along with the southern suburbs of Lam Dong Province in order to promote the role, nature, and dynamics of the city's socio-economic development; deserving to be the regional urban, and a provincial city in the future.

- Being one of the trade links with the national economic zones such as the southern key economic region, the Central Highlands, and the South Central Coast.

b) To form the general planning as the basis for deploying programs and projects, creating a motivation to speed up the urbanization and building up of Bao Loc City until 2020 to become a grade-II urban center. By 2040, Bao Loc City will approach the criteria of grade-I urban center according to the guidelines of the Provincial Party Committee and the provincial People's Committee of the province.

c) To overcome some shortcomings in the process of urban and rural development in the planning area.

d) To integrate the development of urban space according to the spatial development strategy of Lam Dong Province:

- Promoting the strengths of Bao Loc City which is the integration of socio-economic development achievements, geographic advantage, geographical diversity of urban Bao Loc with localities in the vicinity (districts of Bao Lam, Di Linh, Da Huoai, Da Teh, and Cat Tien). At the same time, the localities in the vicinity also promote their strengths, aiming at sharing and interacting with the urban functions of Bao Loc City, to promote the potentials and advantages of each locality and together with Bao Loc City to develop in a positive and sustainable direction.

- Bao Loc is an integrated urban and economic center in the south of the province. Along with the development of the central urban area in the south of the province, the spatial organization of Bao Loc City and its neighboring areas create an equal socio-economic development compared to the Northern part of the province which is Da Lat City and the central area of the province

e) To promote the unique characteristics of the natural landscape and unique character of Bao Loc and its neighboring areas:

- The expansion of Bao Loc City's space into the surrounding area will promote the elements of culture and natural identity of the area, linking the water-stream-mountain landscape system, and bringing mutual benefits to Bao Loc City and the southern part of Lam Dong Province.

- Exploiting the landscape of B'ri Dam, Nam Phuong Lake, sloping areas, open spaces, and traditional residential areas, water-stream-mountain landscape system.

- Developing the image of a unique and modern highland urban area next to the old residential areas.

4. Development objectives:

- Planning and developing Bao Loc City into a grade-II urban center by 2020 and continuing to build the city towards grade-I urban centers' criteria by 2040, following the trend of becoming a provincial capital, a traffic hub of roadways and connecting with regional and national airways, becoming an attractive destination in the south of Lam Dong in the future. Neighboring areas of Bao Loc City will develop in the direction of mutual support and interaction in urban areas in order to promote the potential advantages of each locality in a positive, sustainable, and intelligent manner.

- Developing regional and national specialized centers, including: trade - services, tourist services, national cultural and sport centers, hi-tech agricultural centers.

- Proposing planning solutions and socio-economic bases of the planning area in conformity with the provincial construction planning project up to 2035 with vision toward 2050, ensuring sustainable urban developmen with identity and competitive ability, meeting flexibly the development needs in the market economy and the context of international integration.

- Developing Bao Loc City's space in a synchronous manner in terms of technical and social infrastructure in accordance with the green growth strategy, becoming a modern and ecological urban center with green villages and the unique landscape of the B'Lao region.

5. Urban characters:

- Modern, general urban; provincial political-administrative center in the future, a nuclear urban area in the south of Lam Dong Province.

- Sustainable urban development and urban economy in the direction of green growth, characterized in accordance with development requirements in the new situation and requirements on attracting investment; creating and promoting a living environment in the direction of rational arrangement of green urban villages and urban centers.

- Mixed service - trade center; national culture and sports center; high-tech specialized agricultural center, researching and innovating products; regional and national tourism service center; regional health and education and training center; regional and national resort-healthcare centers; regional goods inspection, and import and export center.

- Center of supporting industries; processing agricultural products of the region; production of new materials; processing medicinal herbs; intensive processing industry from mining products.

- Trade hub of the province with Ho Chi Minh City, the Central Highlands, and the South Central Coast.

- An important role in the security and defense of the province and the Central Highlands.

6. Forecasts for population and urban construction land:

a) Population:

- 2030: about 257,900 people.

- 2040: about 320,000 people.

b) Land:

- 2030: Land for construction of urban area is about 3,800 ha, of which the residential land is about 2,000 ha.

- 2040: Land for construction of urban area is about 4,800 ha, of which the residential land is about 2,500 ha.

- Target for civil land is about 80 - 90m2/person; including: residential land is 45m2/person - 50m2/person; green land is from 8m2/person to 10m2/person; land for public works is from 6m2/person to 8m2/person; Land for transport is from 14m2/person to 18m2/person.

c) Targets for technical infrastructure (transport, water supply, power supply, solid waste treatment, etc.) are planned in accordance with current regulations on criteria of grade II urban centers, near grade I urban centers.

7. Research contents on planning:

a) Analysis and assessment of natural conditions and status quo: on socio-economic; population, labor; land use; the current status of construction of technical infrastructure, social infrastructure (schools, healthcare, cultural and sport facilities, entertainment, etc.), residential areas, urban projects and landscape environment for planning scope and expansion into neighboring districts (such as Bao Lam, Di Linh, Da Huoai, Da Teh and Cat Tien). Reviewing, analyzing, and evaluating the approved planning and implementing the planning in the research area of Bao Loc City and neighboring areas.

b) Orientations towards urban development and spatial organization:

- Spatial orientation of urban areas, structure and direction of urban development (existing urban and new urban), the relationship between new urban and existing urban areas in the form of typical architecture of Bao Loc City and neighboring areas.

- Orientation for the system of regional and national specialized centers: trade-service center, national center for culture, physical training, and sport, tourism services.

- The orientation of the public space system such as the political-administrative center, the urban-level public service center and the urban area; in combination with the use of underground space to build underground works.

- Orientation for the development of industrial space and key technical infrastructure works.

- Spatial orientation of landscape greenery, theme parks and open space.

- Orientation for spatial development in suburban areas, rural areas, and urban green villages.

- Orientation of land use planning in phases up to 2030 and 2040.

- Orientation of boundaries, organizational structure of expanded inner city, suburbs, urban development zones, industrial zones, green village development zones, landscape greenery areas, theme parks, urban and functional areas associated with the framework infrastructure system.

- Orientation of building density, story height, coefficient of land use throughout the city.

- Orientation of main spatial axes, urban architecture control areas, public landscape spaces, and landmark buildings.

c) Orientations for development of urban technical infrastructure:

- Technical preparation: determining the height of construction control by area and main urban transport axes; proposing solutions for rain water drainage (basins and drainage directions, river systems, streams, lakes, etc.); limiting the leveling of natural terrain; suitable orientation for climate change.

- Traffic: determining the external transport network (including expressways, national highways, provincial roads, etc.), location and scale of traffic hub works; organizing the traffic system of main urban axis and public transports in harmony with the ecological environment and ensuring sustainable development.

- Water supply: identifying water supply needs and supply sources; location, size of key works, water supply pipeline network (transmission and distribution network); proposing measures to protect groundwater resources to ensure the quality of water supply and reducing the rate of water loss.

- Electricity supply and urban lighting: determining the demand for electricity and electricity sources; proposing solutions for the overall power supply network and urban lighting.

- Waste water drainage: determining necessary criteria for waste water drainage, locations and sizes of waste water treatment stations, solutions for designing waste water drainage networks.

- Solid waste management and cemetery: identifying necessary indicators on solid waste, solid waste collection and transportation; proposing locations and sizes of waste treatment facilities and technologies for solid waste treatment; solutions for isolation and protection of the environment. Cemetery: determining cemetery land criteria and burial forms; proposing cemetery scale, selecting the location of building cemeteries according to the centralized model.

- Communication system: determining sizes of stations, transmission and mobile networks, auxiliary works, and other works.

d) Orientations of urban design:

- Identification of architectural areas and landscapes in urban areas (existing and expected new urban areas); natural and artificial landscapes; protected areas and specific areas.

- Orientation on urban image and architectural space according to the nature and development objectives of each area. Organizing the central space, urban gateway, major spatial axes, large squares, and urban landmarks.

- Proposing directions for transitional treatment of existing urban areas (renovation or embellishment, etc.), regulations on conservation, exploitation, and promotion of natural surface water and protection of the ecological environment.

e) Strategic environmental assessment: Forecasting and evaluating environmental impacts and proposing measures to minimize negative impacts on the environment.

f) Proposing the list of priority investment programs and projects: Motivating urban formation and development in short and long terms. Specifically: urban development program; projects for the construction of urban areas; the framework infrastructure projects (transportation, urban drainage system, renovation of power distribution network, collection and treatment of waste water, collection and treatment of urban solid waste, construction of cemeteries); social infrastructure projects.

8. Document components:

a) Drawings include:

- Location and regional relationship map;

- Map of land use status, landscape architecture, social infrastructure system (education, health, culture, commerce, greenery, housing, etc.); traffic status, electricity supply and urban lighting, water supply, foundation elevation and rain water drainage, dirty water drainage; solid waste collection, cemetery, environment; presentation drawing at 1/10,000 scale;

- The general evaluation map of land for construction on the basis of criteria for appropriate assessment of topography, current conditions, hydro-geological conditions; evaluating land use value; identifying areas that are favorable, less favorable, not favorable for the development of urban functions; identifying forbidden and restricted urban development areas; presentation drawing at 1/10,000 scale;

- Structure diagram of urban development (diagrams for analysis of current status and proposed options attached with explanatory notes on the criteria for consideration and selection of options); presentation drawing at the scale of 1/10,000 or 1/25,000;

- Map of urban space development orientation; shown on the topographic map at 1/10,000 scale;

- Map of land use planning and functional subdivision according to planning stages; shown on the topographic map at 1/10,000 scale;

- Maps of development orientation of technical infrastructure system; shown on the topographic map at 1/10,000 scale;

- Urban design drawings in accordance with the regulations of the Ministry of Construction in Circular no. 06/2013/TT-BXD;

- Strategic environmental assessment drawings: status and strategic environmental assessment; shown on the topographic map at an appropriate scale.

b) Comprehensive notes on the planning blueprints; appendices enclosed with explanatory notes (including relevant legal documents, explanations, additional arguments for explanatory notes, illustrations, and calculations).

c) Regulation on management according to planning blueprints.

d) Draft report and Decision approving the planning,

e)DVD (to archive all of the above contents).

Note: The composition of the application is updated in accordance with current regulations.

9. Implementation progress: expected completion of the planning files does not exceed 12 months from the date of signing the contract (after obtaining written approval of the bidding results).

10. Implementation organization:

- Investor: Project Management Unit - Department of Construction;

- Planning unit: according to bidding results;

- Appraisal agency: Department of Construction;

- Agency approving the decision: the People's Council of the province.

- Agreement agency: Ministry of Construction.

- Approving agency: the People’s Committee of the province.

Article 2.

1. On the selection of contractors for construction planning, the investor must comply with the Law on Bidding and comply with regulations on conditions and capabilities of organizations and individuals when selecting the planning consultancy unit in accordance with the Law on Urban Planning in 2009 and Decree no. 37/2010/ND-CP dated April 7th, 2010 by the Government.

2. The investor is responsible to follow the contents of this Decision and the current regulations of the State to organize implementation.

Head of the Office of the People's Committee of the Province; Directors of Departments of: Planning and Investment; Finance; Construction; Natural Resources and Environment; Transportation; Industry and Trade; Agriculture and Rural Development; Culture, Sports, and Tourism; Education and Training; Home Affairs; chairmen of the People's Committees of Bao Loc City and districts of Bao Lâm, Di Linh, Da Huoai, Da Teh; Heads of relevant branches, units, and individuals base on this decision for execution from the date of signing./.
