Decision To approve the Planning on the processing of specialty wine and fruit juice of Lam Dong Province up to 2025, with orientation to 2030 

DECIDES

Article 1. To approve the Planning on the processing of specialty wine and fruit juices in Lam Dong Province up to 2025, with vision to 2030 with the following principal contents:

I. DEVELOPMENT VIEWPOINTS

1. The planning on the processing of specialty wine and fruit juice in Lam Dong Province up to 2025, with vision to 2030, is an integral part in line with the Planning on Viet Nam's beverage industry up to 2025, with vision to 2035, and the Planning on the development of the agricultural product processing industry of Lam Dong Province up to 2020.

2. To develop specalty wine-fruit juice fields with competitive advantages in terms of scale, quality of raw material, and labor. To identify specialty wine and fruit juice products of the province, including: grape wine, dry wine, artichoke wine (industrial production), fruit juice (strawberry, mulberry, passion fruit, raspberry, cayenne pineapple, etc.).

3. To develop modern processing technologies, increasing technological contents in products by encouraging the upgrading of advanced and modern technologies, ensuring ecological environment.

II. OBJECTIVES OF THE PLANNING

1. To strengthen the development of the province's processing industry, focusing on the development of the agricultural product, food, and beverage processing industries. To provide a basis for orienting the development of the specialty wine and fruit juice sector; to determine annual tasks of the industry and trade branch, Departments, and localities.

2. To orient the development of production and processing of specialty liquor and fruit juice in Lam Dong Province in line with the orientations and plans for socio-economic development, industrial development planning, and planning on the agricultural product processing industry development of the province, contributing to the socio-economic development, creating the state budget revenue of the province.

3. To manage and control the quality and brand names of food hygiene and safety, and counterfeit and poor-quality goods of specialty wine and fruit juice processing activities in the province.

4. The planning is the basis to call for investment projects into specialty industrial wine and fruit juice processing factories, creating strengths for Lam Dong Province.

III. CONTENT OF THE PLANNING

1. Planning on specialty wine processing

- Increasing the proportion of industrial wine such as grape wine and dry wine, researching and developing artichoke wine and fruit wines; ensuring high-quality and safe wine for the people, controlling the quality of industrial and handicraft production.

- 2020 to 2025 period: The average growth rate of grape wine, dry wine, and artichoke wine will reach about 4.56%.

- 2025 - 2030 period: The average growth rate of grape wine, dry wine, and artichoke wine will reach about 7.18%.

- Increasing production output: by 2020, grape wine and dry wine production is expected to reach 12 million liters per year, artichoke wine will reach about 02 million liters per year. By 2025, grape wine and dry wine production is expected to reach 15 million liters per year, artichoke wine will reach 2.5 million liters per year. By 2030, grape wine and dry wine is expected to reach 21.2 million liters per year, artichoke wine will reach about 3.5 million liters per year.

- Concentrating on consolidating and promoting the grape wine brands of Lam Dong Province towards sustainable development, maintaining the position of the leading wine brand in Viet Nam; at the same time, continuing to build other brand new quality wine.

2. Planning on specialty fruit juice processing

- Prioritizing the maximum use of raw materials in the locality and raising the capacity of producing fruit juice and high-quality juice from typical fruits of Lam Dong Province. Simultaneously, strengthening linkages, consolidating and developing investment in upgrading existing establishments, forming chains linking raw material areas, linking production, consumption, and advanced production plants with industrial scale in order to focus on investment, application of modern technology to ensure food safety conditions in production as well as to improve competitiveness.

- 2020-2025 period: The average growth rate is about 7.62%. 2025-2030 period: the average growth rate is about 5.69%.

- Increasing production output: by 2020, fruit juice production is expected to reach 6.6 million liters per year. By 2025, the production is expected to reach 9.5 million liters per year. By 2030, the production is expected to reach 13.3 million liters per year.

IV. LIST OF OFF-BUDGET PROJECTS FOR INVESTMENT PRIORITY

(Details on investment priority projects according to the attached Appendix)

V. INVESTMENT CAPITAL

- The total investment capital for the 2016-2020 period is about 105 billion VND, (in which: 60 billion VND is for wine production and 45 billion VND for fruit juice production); 2021-2025 period: about 160 billion VND (in which: 90 billion VND for wine production, 70 billion VND for fruit juice production); 2026-2030 period: about 215 billion VND (in which: 120 billion VND is for wine production and 95 billion VND for fruit juice production).

- The investment capital is mobilized mainly from enterprises, bank loans, capital from issuing stocks of enterprises, private investment capital, and foreign direct investment capital.

VI. SOLUTIONS TO IMPLEMENT THE PLANNING

1. Solutions for development of raw material areas

a) To encourage enterprises to take the initiative in building concentrated specialized raw material areas which are high-quality, long-termed, and stable on the basis of close association with scientists, farmer households, and local administrations. To prioritize the development of raw material areas where advanced sciences and technologies are applied in the selection, care, harvesting, preservation, and preliminary processing in order to have high productivity and quality suitable to the processing requirements of the industry. To promote the exploration and evaluation of the quality of soil and water resources in the province;

b) To encourage joint ventures with enterprises or associations and small-scaled industry cooperatives in other provinces to learn skills and consume products on the basis of exploiting agricultural raw materials of the localities;

c) To promote the signing of inter-regional cooperation with Ninh Thuan and Binh Thuan Provinces in order to facilitate enterprises to develop specialized vineyards, ensuring the stability of production as well as the quality of raw materials;

d) To research, improve and develop varieties, increase the cultivated area, increase productivity and quality of typical artichoke plants in the province to develop artichoke and medicinal products to meet the demand of artichoke wine factories under the orientation of the province;

e) To strengthen the integration of solutions to support investment capital and information technology and to guide farmers to carry out clean production and scientific and safety production processes, etc. to increase productivity, quality, and quantity, especially the specialty fruits such as passion fruit, cayenne pineapple, mulberry, strawberry, etc.

2. Solutions for market development and trade promotion

a) To encourage and support production facilities to build websites to promote their images and products. To strengthen website activities of the Department of Industry and Trade of the province, linking with websites of other branches in the province and localities which are big markets;

b) To promote close cooperation with the Department of Industry and Trade of Ho Chi Minh City, Ha Noi, Hue, Da Nang, etc. in order to organize distribution channels for quality wine and fruit juice to supermarkets, shopping centers, and markets in the cities. To maintain and develop long-term relationships with partners in existing export markets while focusing on expanding to new potential markets;

c) To continue to support enterprises in seeking and expanding markets through activities such as organizing fairs, exhibitions, etc. In addition, to encourage enterprises to invest and join the application of information technology to promote and develop e-commerce with the specialty wine and fruit juice products of the province.

3. Solutions on technology and equipment

a) To develop programs to support agricultural extension, apply scientific and technical progress and quality management criteria to provide the best materials to produce specialty wine and fruit juice products of the province;

b) To encourage and support enterprises to invest in additional laboratories to measure, inspect, and evaluate the quality of export and import goods according to standards which are in conformity with international commitments;

c) To encourage enterprises to strengthen innovation and investment in new technologies and equipment to mechanize and automate the processing lines, raising productivity and product quality. Particularly, to focus on encouraging enterprises to apply information technology into their production and product distribution.

4. Branding solutions

a) To continue to focus on building trademarks and trademark protection for specialty wine and fruit juice products. To especially focus on assisting in brand building according to specific criteria on quality, geographical indications, etc. To support and improve the inspection and quality control in order to maintain and promote the trademark Da Lat Wine, Chateau Da Lat, Lang Bian Wine, strawberry juice, mulberry juice;

b) To encourage export enterprises in the province to register the use of national brands and brands with products that are prestigious in the market. To encourage the building of a private brand for enterprises with: strong potential, modern technology, and ability to build a HACCP (Hazard Analysis and Critical Control Points) system from planting, processing materials, etc. to packaging and distribution to customers;

c) To raise the awareness and pride of Lam Dong businesses and people on building and protecting the brand of wine and fruit juice of the province, avoiding the loss of traditional brand names before they are registered to be protected by the law; to raise awareness and encourage enterprises and facilities to produce and manage according to processed, ISO standards of the industry, etc. ensuring the quality to keep the brands strong in the market;

d) For small businesses and enterprises, branding is encouraged through small and medium enterprise support policies. To support the establishment of industrial production units with advanced technology, ensuring food safety in order to maintain and promote the tradition of wine and fruit juice brands of Lam Dong Province;

e) To strengthen the monitoring and protection of trademarks, labels, style, and designs, combating counterfeit goods to ensure the benefits of enterprises and consumers.

5. Solutions to state management

a) To create a favorable and equal business and production environment for investors such as: infrastructure, vocational training support, market management, etc.

b) To intensify the propagation, inspection, and supervision of trade fraud, avoiding tax loss, raising the quality, ensuring food hygiene and safety, especially with handmade wine and fruit juice products. To strictly implement the Government's Decree no. 105/2017/ND-CP dated September 14th, 2017 on wine trading;

c) To consolidate and promote the role of Lam Dong Business Association as a bridge between enterprises and state management agencies in sector management; to strengthen the relationship with other provinces in the country and in the world.

6. Solutions on human resources

a) To encourage enterprises to employ trained laborers at local job-training units. To promote the standardization of existing vocational training institutions in association with universities, colleges, vocational schools, etc. in the region so that they can train a skilled labor force according to new development needs or technology transfer of enterprises in the province;

b) To prioritize the support for vocational training programs, to improve the working capacity of the staff for processing wine and fruit juice of establishments, and to raise the quality of the managerial staff at all levels in the field of wine and fruit juice production to meet the growing demands of the market.

7. Financial solutions

a) To prioritize the implementation of financial support solutions for new investment projects in the direction of applying modern technologies and investment projects on technological renewal and production equipment for existing establishments in the field of specialty wine and fruit juice processing.

b) State budget capital: to prioritize the industrial promotion work in order to promote the application of scientific and technological achievements to the production of wine and fruit juice of the province.

c) To focus on the mobilization of investment capital from domestic and foreign investors, capital from the people: encouraging the association between enterprises and the people to invest in and produce according to the standards and criteria of each type of alcohol and fruit juice product to improve quality and increase profit for the people.

Article 2. Implementation organization

1. Department of Industry and Trade:

a) To host and coordinate with concerned departments, branches, and localities in deploying and organizing the effective implementation of the planning;

b) To build annual implementation plans; to guide districts, cities, potential investors, and industrial organizations and individuals to implement the contents of the planning;

c) To advise, propose, and specify mechanisms and policies, and to mobilize resources for the implementation of the planning;

d) To update the information and results of the implementation of the planning, to timely propose to the People's Committee of the province the issues that need to be adjusted and added. Annually, to inspect, compile, evaluate, and report to the People's Committee of the province on the implementation of the planning.

2. Department of Agriculture and Rural Development Services hosts and coordinates with localities in the planning on production and assurance of raw materials for processing factories under the planning.

3. The concerned departments and branches base themselves on their assigned functions and tasks to direct the implementation of the contents and solutions of the planning in the province.

4. The People's Committees of districts, Da Lat and Bao Loc Cities based on the specific conditions of their localities, concretize the objectives, and plan the implementation to ensure the effectiveness of the planning in their localities.

Article 3. This Decision takes effect from the date of  signing.

Article 4. Head of the Office of the People's Committee of the Province; Directors of the Departments of: Industry and Trade, Planning and Investment, Finance, Agriculture and Rural Development, Natural Resources and Environment, Science and Technology; chairmen of the People's Committees of districts and Bao Loc and Da Lat Cities, Heads of relevant agencies and units are responsible to implement this Decision./.
