THE PEOPLE’S COMMITTEE OF LAM DONG PROVINCE

PLAN

Implementing the Project “Improving the transfer, self-management and development of technologies from foreign countries into Viet Nam in prioritized fields for the period until 2025 with a vision to 2030”

 

Pursuant to Prime Ministerial Decision No. 1851/QĐ-TTg dated 27th December 2018 on approving the Project “Improving the transfer, self-management and development of technologies from foreign countries into Viet Nam in prioritized fields for the period until 2025 with a vision to 2030” (hereinafter called the Project), the Provincial People’s Committee issues the Plan on implementing the Project with the following key contents:

I. TARGETS

1. General target

Synchronously and effectively implementing the policy on supporting the transfer, self-management and development of technologies from foreign countries into Lam Dong Province, especially source technologies, high technologies and platform technologies, to promptly innovate technologies, close the gap of technological qualifications and capacity, making contributions in re-structuring economic industries serving the careers of industrialization and modernization, including the industries with international competitiveness, and deeply participate in the production value chain of competitive products and enhance the guarantee of security and national defense.

2. Specific targets

a) Implementing the policies and regimes to facilitate the transfer, self-management and development of technologies from foreign countries into Lam Dong Province conforming to the province’s actual conditions;

b) Focusing on developing several prioritized industries: information technology; hi-tech agriculture; preservation and processing of farm and forestry products; construction, transportation and infrastructure technologies; pharmaceutical products, disease diagnosis and treatment; environmental and anti-climate change technologies; security and national defense, conforming to the province’s actual conditions;

c) Enhancing technological capacity of organizations and enterprises in the province, serving the transfer, self-management and development of technologies from foreign countries into the locality.

II. MISSIONS, SOLUTIONS

1. Implementing the policies and regimes to enhance the effectiveness of State management supporting the transfer, self-management and development of technologies from foreign countries into the Province:

a) Synchronously, timely and suitably implementing the policies and regimes to create a legal environment advantageous for the transfer, self-management and development of technologies from foreign countries into the Province, developing the market and establishing the market applying new technologies and new products, prior to domestic products and services which meet technical standards compared with external ones in investment projects;

b) Completing and innovating the policies and regimes on loan sponsor and support from the Province’s Science and Technology Development Fund, meeting the demand on the transfer, self-management and development of technologies from foreign countries into the Province’s enterprises;

c) Encouraging organizations and enterprises to connect with undergraduate training institutes and vocational training schools to invest in facilities and training high quality human resources who are able to effectively acknowledge, self-manage and develop technologies of foreign countries in the Province.

2. Investing in infrastructure supporting organizations and enterprises with the transfer, self-management and development of technologies from foreign countries into the Province:

a) Reviewing and combining the investment and upgrading of infrastructure for technological development research of scientific and technological organizations serving organizations and enterprises self-managing and developing technologies from foreign countries into the Province with investment and development programs and other related projects;

b) Encouraging enterprises to establish the Science and Technology Development Fund; facilitating enterprises in prioritizing investment and use of their Science and Technology Development Fund to enhance the capacity of technological receipt and technological innovation.

3. Enhance the quality of human resources:

a) Supporting capacity enhancement for researchers and technicians of scientific and technological enterprises and organizations;

b) Supporting professional skill enhancement for human resources of intermediate organizations of the scientific and technological market, satisfying the requirements of enterprises;

c) Enhancing the connection between undergraduate training institutes, vocational training schools and enterprises and organizations to develop human resources, enhance the capacity of receipt, self-management and effective development of technologies from foreign countries into the Province for engineers and technicians.

4. Defining prioritized orientation of the transfer, self-management and development of technologies from foreign countries into the Province in industries based on each period, conforming to the requirements of innovation, production qualification and the capacity of self-managing, self-designing and creating technologies in the country in general and the province in particular; concentrating on the following fields:

a) Information technology, hi-tech agriculture;

b) Preservation and processing of farm, forestry and aquatic products;

c) Construction, transportation and infrastructure technologies;

d) Pharmaceutical products, disease diagnosis and treatment;

e) Environmental and anti-climate change technologies;

f) Security and national defense.

(The contents of specific orientations are issued in the attached Appendix).

5. Supporting enterprises and organizations with the transfer, self-management and development of technologies from foreign countries into the Province:

a) Supporting enterprises and organizations to seek information about technologies, technological consultancy and transfer, train human resources for self-management and development of technologies from foreign countries into the Province through scientific and technological programs at national and provincial levels;

b) Supporting enterprises and organizations to carry out the project of transfer, self-management and development of technologies from foreign countries into the Province through the funds out of State budget, scientific and technological development funds of ministries, branches and the province;

c) Mobilizing social budgets to support enterprises and organizations in investing in technological application and development research based on connecting: State, enterprises and scientists to enhance technological capacity and new technological application;

d) Implementing credit packages with reasonable interest rates to facilitate enterprises and organizations to approach investment budgets for the transfer, self-management and development of technologies from foreign countries into the Province.

6. International cooperation:

a) Boosting the seeking, purchase and transfer of hi-tech, new technologies and advanced technologies into the Province, to enhance the capacity of enterprises and organizations; facilitate enterprises and organizations to actively cooperate and receive external technological transfer to produce competitive products;

b) Strengthening international cooperation with organizations, individuals and overseas Vietnamese in technological research, development and transfer, human resource training; focusing on cooperating with developed industry countries.

7. Information and dissemination affairs:

a) Organizing dissemination activities to make big change in the perception of levels, branches and society on the roles, positions and importance of technological innovation affairs, protection and execution of intellectual property rights; disseminating and multiplying technological innovation types in the province;

b) Participating in connection activities between technological supply – demand, technological markets, scientific and technological exhibitions, investment promotion activities and related conferences;

c) Raising community perception on new products and services, and honoring enterprises and individuals in the province who gained achievements in the transfer, self-management and development of technologies from foreign countries into the Province.

III. COSTS OF IMPLEMENTING THE PROJECT

1. The costs of implementing the Project shall be taken from State budget, investment capital of organizations and enterprises, loans from credit organizations and other legal mobilized capital sources as regulated by law; of which, the capital sources are mainly secured or invested by organizations and enterprises under the form of public – private partnership.

2. As part of State budget, the setup of annual budget estimates is made according to the Law on State budget and allocated in annual budget estimates of the unit which is nominated to preside over the mission.

3. Capital sources from credit organizations and the Province’s Scientific and Technological Development Fund to support loaning and guaranteeing the loans for the transfer, self-management and development of technologies from foreign countries into the Province for prioritized fields, conforming to the Province’s actual conditions, shall be implemented according to the regulations and operation rules of credit organizations and funds.

IV. IMPLEMENTING ORGANIZATION

1. The Department of Science and Technology

a) Presides over and cooperates with related departments and agencies and the People’s Committees of districts and cities to carry out this Plan; guides and inspects the implementation; periodically reports to the Provincial People’s Committee on the implementation results yearly; proposes amendments and supplements to the Plan based on ideas with written consent of related units when necessary;

b) Presides over and cooperates with related units to report and propose to the Provincial People’s Committee for updates, amendments and supplements to the prioritized orientation for the transfer, self-management and development of technologies from foreign countries into the Province for fields based on each period, conforming to the Province’s actual conditions and the capacity of domestic technological self-management;

c) Builds up the budget plans and estimates spending on scientific and technological missions on seeking technological information, tips, the transfer, self-management and development of technologies from foreign countries into the Province, belonging to scientific and technological programs at national and provincial levels; and submits to the Department of Finance for verification, and proposes to competent authorities for consideration and decision;

d) Regularly reviews, updates and implements the policies and regimes on facilitating organizations and enterprises in the transfer, self-management and development of technologies from foreign countries into the Province; updates and develops the data of technologies, high technologies and technological transfer under the National Database on science and technology.

2. The Department of Planning and Investment

a) Balances and allocates the investment budget to enhance facilities and equipment for scientific and technological organizations; implements the policies on prioritizing the use of domestic products in general and provincial products in particular which meet the technical standards compared with external products in investment projects of the Province;

b) Implements the policies and regimes to attract high technologies and advanced technologies abroad via FDI into the Province.

3. The Department of Finance

a) Verifies and submits to competent authorities for approving expenditures to carry out the missions in this Plan;

b) Implements the incentives on taxes and credit for the transfer, self-management and development of technologies from foreign countries into the Province in prioritized fields.

4. The Department of Education and Training, Department of Labor, Invalids and Social Affairs

a) Implement the regimes on encouraging organizations and enterprises to connect with undergraduate training institutes and vocational training schools to strengthen facilities, equipment and human resource training for enterprises in the Province;

b) Build up the plan on innovating training affairs at undergraduate training institutes and vocational training schools with human resource development for prioritized fields, conforming to the Province’s actual conditions.

5. The State Bank of Viet Nam - Lam Dong Branch

Directs credit organizations in the Province to carry out credit packages with reasonable interest rates to facilitate organizations and enterprises to invest in the transfer of advanced technologies, the latest technologies and high technologies, and capital approach.

6. The Province’s Scientific and Technological Development Fund shall complete and innovate the policies and regimes on loan support and sponsorship to meet the demand on the transfer, self-management and development of technologies from foreign countries into the Province.

7. The Departments of: Science and Technology, Finance, Information and Communication, Industry and Trade, Agriculture and Rural Development, Construction, Transport, Health, Natural Resources and Environment, Education and Training; the Province’s Scientific and Technological Development Fund; the State Bank of Viet Nam - Lam Dong Branch; the People’s Committees of districts and cities, shall perform the nominated functions and duties:

a) Review, research and propose to supplement the list of prioritized orientation for the transfer, self-management and development of technologies from foreign countries into the Province according to specific periods, conforming to the situation of the Province’s socio-economic development and the capacity of domestic technological self-management and creativity; send to the Department of Science and Technology for summary and submit to the Provincial People’s Committee for consideration and decision;

b) Gather, settle and provide information about technology and equipment, information about technological transfer, data from the National Database on science and technology;

c) List the activities of technological transfer, technological innovation from foreign countries into the Province of enterprises in the Province;

d) Set up the implementation plan based on the competence, functions and duties as nominated, submit to the Department of Science and Technology and report to the Provincial People’s Committee;

e) Actively allocate the budget, support organizations and enterprises to set up and implement the programs on the transfer, self-management and development of technologies from foreign countries into the Province conforming to prioritized fields;

f) Annually, evaluate the implementation, submit to the Department of Science and Technology, and report to the Provincial People’s Committee.

During implementation, if amendments or supplements are required, related departments, branches and the locality actively cooperate with the Department of Science and Technology to report and propose to the Provincial People’s Committee for consideration and decision.

APPENDIX

Orientations prioritized for the transfer, self-management and development of technologies from foreign countries into the Province in fields for the period until 2025 with a vision to 2030

(Issued together with Plan No. 1819/KH-UBND of the People’s Committee of Lam Dong Province dated 2nd April 2019)

 

1. Domestic technologies not being self-managed belong to the List of high technologies prioritized for investment and development as regulated by the law on high technologies and the List of technologies encouraged for transfer issued together with Government Decree No. 76/2018/NĐ-CP dated 15th May 2018 stipulating the details and instructions on implementing a number of articles of the Law on technological transfer.

2. Technologies imported from foreign countries into Viet Nam not being self-managed belong to the national master projects (national products, key mechanical products, hi-tech products, industrial products prioritized for development, national defense and security products, anti-climate change environmental protection products, etc.) which were approved by the Prime Minister.

3. Some orientations prioritized for the transfer, self-management and development of technologies from foreign countries into Lam Dong Province:

a) The field of information technology industry: High technologies, resource technologies serving infrastructure for information technology, software development, smart city building.

b) The field of hi-tech agriculture:

- Technologies for selecting and propagating crops, breeds and aquatic products: heterosis using technology, experimental gene mutation technology and biological technology; reproductive biotech, especially animal cell technology in refrigerating sperm, embryo and zygote transplant and transfer, gender discrimination, in-vitro fertilization, concentrating on dairy cows and beeves; combining traditional methods with biological technology in selecting and propagating crops, breeds and disease-free aquatic products;

- Planting, breeding and aquatic product raising technologies: integrated and automated technologies for the processes of planting and harvesting kinds of crops in net-houses, and greenhouses (cultivating medium, hydroponics, economical irrigation, automatic nutrition moderation, light, attention and harvesting); ICM technology; VietGAP-based safe crop production technology; integrated and automated technologies for the process of industrial-scale breeding (using closed cage systems, moderating systems of temperature and moisture, food distributing and quantifying systems at cage); technologies and models of advanced gathered aquatic product breeding based on new standards (GAP, BMP, CoC) for master aquatic product species; technologies for producing foods and veterinary medicines for aquatic products, vaccines for preventing and treating aquatic product diseases; biological finished products for environmental treatment.

c) The field of preservation and processing of farm and forestry products: irradiation technology, technologies of freeze drying and quick drying in farm product preservation; technologies of controlled atmosphere packaging; quick freezing preservation combining with ethylene to preserve fresh vegetables and fruits; creating clear film to preserve kinds of vegetables, fruits, meats and eggs; fermenting and deep processing, biological and micro-biological technologies for producing biological finished products, and coloring agents and natural additives in farm product preservation and processing; information technology and automated technology in wood processing; wood denaturing technology; eco-drying and soaking for wood preservation; biology for producing finished products for preservation and new generation finished products to prevent termites; producing environment-friendly coatings.

d) The field of construction, transport engineering: construction engineering, special industrial works, underground construction works, environmentally-friendly material development, energy saving, reprocessed materials and materials using nanotechnology.

e) The field of pharmaceutical products, illness diagnosis and treatment:

- Illness diagnosis and treatment: New technologies on image diagnosis, bio-chemical diagnosis, bio-physics diagnosis, immunity, genetics, molecular biology, gene technology; remote diagnostic and treatment technologies; advanced technologies on cardiovascular, endoscopy, orthomorphia, organ transplant and tumor treatment;

- Pharmaceutical products: Technologies on vaccine production, domestic biological, prior to hi-tech medical preparation kinds; technologies on pharmaceutical product growing and processing, and pharmaceutical material production.

f) The field of environmental and anti-climate change technologies: Technologies on design and manufacture of solid waste collection, transport and processing equipment; technologies on reprocessing and reuse of urban sewage; technology on industrial sewage processing.

g) The field of security and national defense: Technologies serving security and national defense, and dual-use technology for security, national defense and civil purposes as regulated by the Ministry of National Defense, and the Ministry of Public Security.
