Plan On training teachers and nursery education management officials of Lam Dong Province for the period of 2019 - 2025

PLAN

On training teachers and nursery education management officials of Lam Dong Province for the period of 2019 - 2025

 

Implementing Prime Ministerial Decision No. 33/QĐ-TTg dated 8th January 2019 on approving the Project of training teachers and nursery education management officials of Lam Dong Province for the period of 2018 – 2025, the Provincial People’s Committee issues the Plan on training teachers and nursery education management officials of Lam Dong Province for the period of 2019 – 2025, with the following key contents:

I. TARGETS, OBJECTIVES

1. General targets

Training educators and managers of nursery schools, guaranteeing the standards of profession, qualification and occupational characters satisfying the requirements of innovating nursery education programs; training and enhancing the capacity of lecturers and managers of training institutes; training teachers and managers of nursery schools making contributions to the basic and comprehensive innovation of education and training.

2. Specific targets

a) For the period of 2019 – 2020

- Training teachers and managers of nursery schools:

+ Training and enhancing the capacity, guaranteeing at least 85% of nursery school teachers obtain the qualification of nursery education junior college and above, 80% of nursery school teachers obtaining the occupational standard of good level and above; training for supplementing and replacing the number of retired teachers, increasing that number by the ratio of mobilizing children to go to school, and the currently insufficient number;

+ Trying to have all the teachers and master managers of nursery schools trained for capacity enhancement in supporting their colleagues in regular and continuous self-study, self-training right at schools, organizing the implementation of nursery education programs; all the teachers and managers of nursery schools trained for capacity enhancement equivalent to the occupational standards of nursery school teachers and principals;

- Training and enhancing the capacity of lecturers and managers of training institutes, training teachers and managers (including schools, colleges and departments focusing on nursery education):

Trying to have all lecturers and education managers: trained to satisfy qualifications as stipulated; capacity enhanced for teaching, management, foreign language skills and IT; trained and obtain certificates of qualifications appropriate for occupational positions before being nominated to equivalent positions; trained and obtain certificates of education management before being nominated to education management positions.

b) For the period of 2021 – 2025

- Training teachers and managers of nursery schools:

+ Training and enhancing capacity, guaranteeing that at least 90% of nursery school teachers obtain the qualification of nursery education junior college and above, and 85% of nursery school teachers obtain the occupational standard of good level and above; training for supplementing and replacing the number of retired teachers, increasing that number by the ratio of mobilizing children to go to school;

+ Trying to have all teachers and master managers of nursery schools trained in the capacity of supporting their colleagues in regular and continuous self-study, self-training right at schools; gradually approaching the qualifications of teachers of advanced countries in the ASEAN region; all teachers and managers of nursery schools trained for capacity enhancement equivalent to the occupational standards of nursery school teachers and principals as stipulated;

- Training and enhancing the capacity of lecturers and managers of training institutes, training teachers and managers:

+ Trying to have all lecturers and education management officials trained to satisfy qualifications, of which 40% of lecturers and managers obtain the standards of specialization, 8% of junior college lecturers obtain Doctoral degrees;

+ Trying to have all lecturers and education management officials trained for capacity enhancement of teaching, management, foreign language skills and IT.

II. CONTENTS

1. Training affairs

a) Training and supplementing teachers to replace the number of retired teachers;

b) Training teachers and nursery education management officials based on programs and schedules conforming to Viet Nam’s qualification framework, standards of nursery school teachers and principals satisfying the requirements of innovating nursery education and international integration;

c) Providing post graduate training conforming to the planning of educators and nursery education management officials in localities.

2. Enhancement affairs

a) Enhancing occupational capacity satisfying the requirements of innovating educational programs, the standards of occupations and occupational positions for teachers and nursery education management officials;

b) Enhancing the capacity of foreign languages and IT for teachers and nursery education management officials; teaching ethnic languages for teachers and nursery education management officials who are working in ethnic minority areas;

c) Training teachers with good capacity of specialization to be master teachers at nursery schools;

d) Enhancing the capacity in managing nursery schools.

3. Training classes: (refer to as the attached appendix).

III. MISSIONS AND SOLUTIONS

1. Innovating the activities of communication and training management for teachers and nursery education management officials

a) Strengthening the communication of the Party and State’s guidelines and policies on training affairs for teachers and nursery education management officials to create consent and support within the sector and society;

b) Enhancing the application of IT in managing training affairs for teachers and nursery education management officials based on occupational standards;

c) Reviewing, evaluating and classifying teachers and nursery education management officials to set up annual plans on training and capacity enhancement affairs.

2. Enhancing the capacity of the Department of Nursery Education, Da Lat Education College

a) Enhancing the capacity of the educational profession for lecturers, Department managers and the Specialization Team;

b) Nominating qualified lecturers to attend scientific exchanges, learning and teaching courses at training institutes of nursery school teachers in the region and the world;

c) Organizing training on qualification standardization for education lecturers as stipulated, and implementing the planning conforming to training sources and specializations;

d) Supporting the organization and building the connection between practical nursery schools of training institutes.

3. Innovating training affairs for nursery school teachers, improving the enhancement quality for teachers and nursery education management officials

a) Innovating training programs and schedules (focusing on enhancing career morals, awareness on abiding by the regulations for educator morals, the methods of training and building of educator styles) conforming to Viet Nam’s qualification framework, standards of nursery school teachers and principals satisfying the requirements of innovating nursery education and international integration;

b) Innovating the methods of self-study and enhancement promoting self-study, self-training; of which, focusing on innovating the methods and forms of enhancing occupational capacity so that they fix the reality of areas with extremely difficult socio-economic conditions, mountainous communes and sub-districts, areas with industrial zones and high population density;

c) Diversifying the forms of study: direct or online training; encouraging teachers and managers to positively practice at nursery schools during the process of training and enhancement;

d) Innovating the evaluation and verifying the quality of training programs suitable to output standards and the requirements for the character and capacity of teachers and nursery education management officials as stipulated in standards and criteria;

e) Strengthening scientific research in schools and the department of education, and connections between scientific research and training; focusing on researching themes on education skills, professionalism, and nursery education methodologies; developing, disseminating and sharing the latest knowledge and advanced experience from the results of concluding and multiplying the models in nursery school teacher training;

f) Building a force of master teachers and nursery education management officials based on new approaches to functions, duties and capacity enhancement of this force related to the ability of using foreign languages and IT, developing and using technological equipment in the organization and management of the activities of child care, education and colleague support;

g) Enhancing occupational capacity; responsibility awareness and morals of educators and nursery education management officials; associating training with the demand and permanent planning of officials; offering favorable regimes for teachers and nursery education management officials, especially those who are working in remote and mountainous areas, and areas with extremely difficult socio-economic conditions.

4. Fostering the socialization and international integration of training for teachers and nursery education management officials

a) Mobilizing domestic and external individuals and organizations to invest in and support the training affairs;

b) Enhancing the implementation of a self-control regime, especially self-control in finance to develop the system of practical nursery schools; establishing connections in a network of practical nursery schools for education students’ practice;

c) Building and developing international cooperation programs on training teachers and nursery education management officials:

- Organizing exchange programs between education students, lecturers, teachers and nursery education management officials with countries in the region and around the world;

- Organizing programs on short-term training, visits, learning exchange and experience sharing for lecturers, teachers and nursery education management officials;

- Cooperating in building support programs and projects on training professional capacity of nursery school management and developing nursery education programs.

d) Using support from international educational organizations in the region and around the world in training affairs and research in science and nursery education:

- Inviting lecturers and foreign experts to cooperate in teaching and sending qualified lecturers to cooperate in teaching externally;

- Cooperating to organize international conferences on training affairs; strengthening the participation in international conferences in training affairs for teachers and nursery education management officials.

IV. IMPLEMENTATION BUDGET

1. The budget for education and training careers which is allocated in the estimated annual budget according to the decentralization of managing current State budgets; the budget is combined with education and training programs in localities;

2. The funding of service delivery units; contributions of teachers and nursery education management officials at training institutes;

3. The support funding of domestic and external organizations and individuals; and other legal sources as regulated by law.

V. IMPLEMENTATION ORGANIZATION

1. The Department of Education and Training

a) Presides over and cooperates with related departments, branches and localities to implement this Plan; annually builds up the plans on training for teachers and nursery education management officials and sending teachers and managers on training courses as scheduled;

b) Builds up master educators in the locality to support and carry out training for teachers and nursery education management officials;

c) Guides, monitors and manages training affairs of educational institutes in the province, ensuring quality, effectiveness and progress as stipulated;

d) Periodically summarizes and reports to the Provincial People’s Committee of any difficulties and proposes suitable solutions during implementation; makes primary and summarized reports as guided by the Ministry of Education and Training.

2. The Department of Planning and Investment

a) Summarizes and balances development and investment funds to carry out the plan as per national target programs, related target programs and projects which have been approved by competent authorities;

b) Cooperates with the Department of Finance to verify the local budget for carrying out the plan.

3. The Department of Finance

Annually, cooperates with the Department of Planning and Investment and the Department of Education and Training to verify the funding for implementing the plan, make general summaries in estimated funding of education and training careers of each locality, and reports to the Provincial People’s Committee and submits to the Provincial People’s Council for consideration and approval as stipulated in the Law on State Budget and other legal guiding documents. Also, guides the management, use and finalization as regulated by law.

4. The Department of Home Affairs

Cooperates with the Department of Education and Training to inspect, supervise and evaluate the training affairs as regulated.

5. The People’s Committees of districts and cities

a) Directs the building of the plan on training for teachers and nursery education management officials in the locality, and allocates the funding for implementation;

b) Periodically makes primary and summarized reports and submits to the Department of Education and Training for summary as stipulated.
