Article 1. to adopt the Planning for electricity development of Lam Dong Province in
the 2016-2025 stage with considerations till 2035 (Part I:
Planning for development of the 110KV electricity system).

Article 2.
1. to assign the
Lam Dong Provincial People’s Committee to complete the planning documentation and
send to the competent authorities for approval.
2. The Lam Dong Provincial People’s Council
and its relevant competent agencies will supervise the implementation of this
Resolution in accordance with the laws.
This Resolution was adopted on 11th
July 2018 and takes effect from 21st July 2018./.

PART I
OBJECTIVES AND GENERAL ORIENTATION
I. Objectives
1. Objectives: The development of power shall ensure
a harmony of the supply source and the grid system to meet Lam Dong Province’s demands
of socio-economic development, national defense and security.
2. Specific objectives: Attention shall
be paid to the harmonious development of the electricity transmission and
distribution grids to satisfy the targets of Lam Dong socio-economic
development with the growth rate of GRDP at 9%/year in the 2016 -
2020 stage; 8.5%/year in
the 2021 - 2025 stage; and 8%/year in the 2026 - 2035 stage, particularly (see appendix 1 attached)
a) By 2020: Maximum output: Pmax
= 323.6 MW; commercial electricity: 1,607 million kWh; the growth rate of commercial
electricity in the 2016 - 2020 stage will be 11.84%/year.
b) By 2025: Maximum output: Pmax
= 524.4 MW; commercial electricity: 2,682 million kWh; the growth rate of commercial electricity
in the 2021 - 2025 stage will be 10,79%/year.
c) By 2030: Maximum output: Pmax
= 772 MW; commercial
electricity: 4,130 million kWh; the growth rate of commercial
electricity in the 2026 - 2030 stage will be 8.96%/year.
d) By 2035: Maximum output: Pmax
= 1,090 MW; commercial electricity: 6,064 million kWh; the growth rate of commercial
electricity in the 2031 - 2035 stage will be 8.29%/ year.
II. General orientation
1. The development of electricity grids and
distribution of power loads must satisfy the requirements of power quality, and
the electricity supply must win the trust in community.
2. The development of electricity grids
must go with the putting of electricity plants into operations to obtain general
effects in investment of the national and regional electricity systems; and be suitable with the electricity
industry’s development strategy, electricity development planning, and other
local and regional plannings.
3. Develop the 220kV and 110kV
electricity grids, improve the regional electricity network to obtain the trust
in electricity supply, reduce losses in distribution lines, and improve the
22kV supply lines to supply electricity for remote areas.
4. Build electric transmission lines
with expectation of long-term development; use steel electric posts strong
enough so that numerous lines of electric voltages can be hooked separately on
the same row of electric posts rather than building more posts; Cities, towns, and places can be huge
sources of power demand, which requires reserves and flexibility, and load cables
buried underground.
PART II
MAIN CONTENTS OF THE PLANNING
FOR DEVELOPMENT OF THE 110 KV ELECTRICITY SYSTEM
I. Existing development of the province’s electricity and assessment of the
implementation of the previous electricity development planning
1. Electricity supplies:
At present, electricity used in Lam
Dong Province comes from nine medium and small hydraulic electricity plants
with a total installed capacity of 57.3 MW, and twelve big hydraulic electricity
plants with a total installed capacity of 1,404 MW.
1.1. Medium and small hydraulic
electricity plants, including:
- Suoi Vang hydraulic electricity plant
(in Lac Duong District) with a capacity of 4.4 MW, connected to the 22 kV line, feeder 472 of Da Lat Station 1;
- Ta Nung hydraulic electricity plant (Da Lat City) with a capacity of of 02 MW, connected to the 22 kV line of feeder 478 of Da Lat Station 1;
- Da Khai hydraulic electricity plant (in Lac Duong District) with a capacity of 8,1 MW, connected to the 22 kV line of feeder 471 of Da Lat Station 2;
- Quang Hiep hydraulic electricity plant (District Duc Trong) with a capacity of 0,5 MW,
connected to the 22 kV line of feeder 474 of Duc Trong Station;
- Loc Phat hydraulic electricity plant (Bao Loc City) with a capacity of 0,6
MW, connected to the
22kV 476 of the Bao Loc Station 220 kV;
- Dai Nga hydraulic electricity plant (Bao Loc City) with a capacity of 10 MW, connected to Feeder 22kV 472 of the
Bao Loc 220kV station;
- Da Kai hydraulic electricity plant (Bao Lam City) with a capacity of 08 MW, connected to busbar 22 kV at the Bao Lam 110 kV station;
- Dam Bol hydraulic electricity plant (District Đạ Tẻh) with a capacity of 10,2
MW, connected to
busbar 22 kV at
the Da Teh 110 kV station;
- Dasiat hydraulic electricity plant (Bao Lam District) with a capacity of 13.5 MW, connected to the busbar 22 kV of the Dak Nong 110 kV station (Dak Nong station).
1.2. Large hydraulic electricity plants, including:
- Da Nhim hydraulic electricity plant (Ninh Son District, Ninh Thuan Province) with a capacity of 4x40 MW,
connected to the local 220 kV grid;
- Dai Ninh hydraulic electricity plant (Duc Trong District) with a capacity of 2x150
MW, connected to the
busbar 220 kV station 500kV Di Linh;
- Hydraulic electricity plant Dong Nai
2 (District Di Linh)

the busbar 110 kV,
station 220 kV Bao Loc;
- Hydraulic electricity plant Đam B’ri 2 (Đạ Huoai District) with a capacity of 2x37,5
MW, connected to
the busbar 110 kV,
station 220 kV Bao Loc.
2. Transmission network 500 kV:
At present, Lam Dong Province has one line 500 kV and a transformer station 500 kV, which is the 500 kV line of Pleiku - Di Linh
- Tan Dinh - Phu Lam, 4xACSR-330,
536,6 km long (going through Lam Dong Province over 141 km long) and the transformer station 500/220
kV - 450 MVA Di Linh
which receives the power from the Dai Ninh Hydraulic electricity plant and makes
power contribution to the national grid.
3. Transmission network 220 kV:
3.1. The 220 kV lines:
At present, electricity provided for
Lam Dong Province comes from the network of 220kV national lines. The total
length of the lines until 2017 was 403km. The 220kV lines are to supply
electricity for the 220kV Bao Loc, Duc Trong stations and transmit power to the
national grid from the following hydraulic electricity plants, including
- The Dai Ninh-Di Linh 220 kV hydraulic electricity plant,
ACSR-330, 41 km long;
- The Da Nhim - Duc Trong 220 kV lines- Di Linh hydraulic electricity plant,
ACSR-795MCM, 76 km long;
- The 220 kV line of Ham Thuan - Bao Loc, AC-400, 28 km long;
- The 220 kV line of Di Linh - Bao Loc, ACSR-795MCM,
33 km long;
- The 220 kV line of Bao Loc - Song May, ACSR-795MCM,
128 km long;
- The 220 kV Bao Loc - Phan Thiet lines, AC-400, 82 km long;
- The 220 kV line of Di Linh - Dong Nai 2,
AC-400, 15 km long.
3.2. 220 kV transformer station:
Currently, electricity used in Lam Dong Province comes from the national grid
through three 220/110 kV stations:
- The 220/110 kV -
(63+125) MVA Bao Loc transformer station receivs
electricity from the 500 kV Di Linh station
and Ham Thuan Hydraulic electricity plant (2x150
MW), Da Mi
(2x87,5 MW);
- The Duc Trong 220/110 kV - 125
MVA transformer station receives
electricity from the 500 kV Di Linh station
and Da Nhim hydraulic
electricity plant (4x40 MW);
- The Da Nhim 220/110 kV -
2x63 MVA transformer
station receives electricity from the 500 kV Di Linh station and Da Nhim hydraulic electricity plant (4x40
MW).
4. Grid 110 kV:
4.1. Lines 110 kV:
Total length of the 110 kV lines in Lam Dong Province: 339.66 km, including:
- The Da Nhim - Suoi Vang 110 kV line, AC-240 and ACSR 336 MCM, 42
km long;
- The Da Nhim - Don Duong110 kV line, AC-185, 24 km long;
- The Dơn Dương - Duc Trong 110 kV line, AC-185, 19,4
km long;
- The Da Lat 2 - Suoi Vang 110 kV line, AC-185, 8,36
km long;
- The Da Lat 1 – Da
Lat 2 110 kV line, AC-240 and ACSR 336 MCM,
12,5 km long;
- The Duc Trong - Da Lat 1 110 kV line, AC-185, 29,4
km long;
- The Da Dang 2 – Duc Trong 110 kV line, AC-240, 20,3
km long;
- The Duc Trong– Lam Ha 110 kV line, AC-240, 14 km long;
- The Da Dang 2 - Di Linh 110 kV line, AC-240, 30 km long;
- The Bao
Loc - Di Linh 110 kV line, AC-185, 30 km long;

4.2. 110 kV transformer stations:
a) The Da Lat 1 110/22 kV station receives electricity from the
Da Nhim 220/110 kV station
and the Duc Trong 220/110 kV station,
through the Da Lat 1 – Duc
Trong 110 kV line,
AC-185, 29,4 km long and
the Da Lat 1 – Da
Lat 2 110 kV line, AC-240 and ACSR 336 MCM,
12,5 km long.
The 110 kV station Da Lat 1 supplies electricity for Da Lat City
and part of Lam Ha District and Duc Trong District, in connection to the 22 kV network with the Duc Trong Station.
b) The Da Lat 2 110/22 kV station receives electricity from the
Da Nhim 220/110 kV station and the Duc Trong 220/110 kV station, through the Da Lat 2 – Suoi Vang 110 kV line, AC-185, 8,36
km long and the Da Lat 1 – Da Lat 2 110 kV line, AC-240 and ACSR 336 MCM,
12,5 km long.
The Da Lat 2 110 kV station supplies electricity for Da
Lat City and Lac Duong District, in
connection with the 22 kV grid
and the da Lat 1
station.
c) The Suoi Vang 110/22 kV station receives electricity from the Da Nhim 220/110
kV station, the Yan Tann Sien hydraulic electricity plant and the
hydraulic electricity plant Krong Nô 2,
3, through the Suoi Vang - Yan
Tann Sien 110 kV line, AC-240, 26,2 km long; the Suoi Vang - Krông Nô 2 110 kV line, AC-240, 37,3
km long; the Da Lat 2 - Suoi Vang 110 kV line, AC-185, 8,36
km long and the Suoi Vang - Da Nhim 110 kV line, AC-240 and ACSR 336 MCM, 42
km long.
The Suoi Vang 110 kV station supplies electricity for the
district and areas adjacent to Da Lat City.
d) The Lam Ha 110/22 kV station receives
electricity from the Duc Trong 220/110
kV station through the Đuc Trong - Lam Ha 110 kV lines, AC-240, 13.8 km long.
The Lam Ha 110 kV station supplies electricity for the
district and areas adjacent to Da Lat City and Duc Trong District.
e) The Duc Trong 1 110/22 kV station receives electricity from the
Duc Trong 220/110 kV station, the Da Nhim 220/110 kV station
and the Da Dang 2 hydraulic electricity plant through
the Duc Trong 1 - Duc Trong 110 kV lines, AC-240, 6.0 km long; the Duc Trong 1 - Don Duong 110 kV lines, AC-185, 19,4
km long and the Duc Trong 1 - Da Dang 2 110 kV lines, AC-240, 20.3km long.
The Duc Trong 1 110 kV station supplies electricity for Duc
Trong District and Lam Ha District, and connecting to the 22kV grids in Da Lat
City and Don Duong District.
g) The Don Duong 110/22 kV station receives electricity from the
Duc Trong 220/110 kV station
and the Da Nhim 220/110 kV station
through the Duc Trong 1 - Don Duong 110 kV lines, AC-185, 19.4 km long and the Don Duong -Da Nhim
110 kV lines, AC-24,
24 km long.
The Don Duong 110 kV station supplies electricity for Don
Duong District and connecting to the 22kV grids in adjacent areas.
h) The Di Linh 110/22kV station receive electricity from the Di Linh 220/110
kV station and the Da Dang 2 hydraulic electricity plant through the Di Linh - Da Dang 2 110 kV lines, AC-240, 30 km long and the Di Linh - Bao Loc 110 kV lines, AC-185, 30 km long.
The Di Linh 110 kV station supplies electricity for Di Linh District and connecting to the 22 kV grids in adjacent areas.
i) The 110/22 kV - 40
MVA station connecting
to Bao Loc receives electricity from the 110 kV busbar of the Bao Loc 220/110 kV station through the Bao Loc - Di Linh 110 kV line, AC-185, 30 km long; the Bao Loc 110 kV line- Bao Loc hydraulic electricity plant,
LGJ-150, 18.2 km long; the Bao Loc 110 kV line - Dam B'rihydraulic electricity plant,
AC-240, 39.5 km long and the Bao Loc- Bao Lam 110 kV line, AC-185, 20.1 km long.
The Bao Loc110 kV station supplies electricity for Bao Loc City and Bao Lam District, and connecting to the 22kV grids in
adjacent areas.
k) The Bauxite 110/22/6,3 kV station receives electricity from the
Bao Loc 220/110 kV station through the Bao Lam - Bauxite aluminum 110 kV line,
AC-185, 6.2 km long.
The Bauxite 110 kV station supplies electricity for the aluminum
manufacturing area.
l) The Bao Lam 110/22 kV station receives electricity from the
Bao Loc 220/110 kV station through the Bao Loc – Bao Lam 110 kV line, AC-185, 20.1 km long and the Bao Lam- Bauxite aluminum 110 kV line, AC-185, 6.2 km long.
The Bao Lam 110 kV station supplies electricity for Bao Lam District.
m) The Da Teh 110/22 kV station receives electricity from the
Bao Loc 220/110 kV station and the Dam B'ri hydraulic electricity plant through
the Da Teh 110 kV line- Dam B'ri plant, AC-240, 38.6 km long and the DaTeh - Tan Phu 110 kV lines, AC-240, 31 km long.
The Da Teh 110 kV station supplies electricity for Da Teh District, Cat Tien District and Da Huoai District.
* The existing 110 kV transformer stations in Lam Dong
Province are operating with the following status:
- Transformer T1: 110/22 kV (40
MVA) the Da Lat 1 110
kV station with 07 outgoing
22 kV, currently
operating with Pmax = 35,7 MW (89,2%) is running at full load;
- Transformer T1: 110/22 kV (40 MVA) The Da Lat 2 110 kV station with 06 outgoing 22 kV, currently operating with Pmax
= 26,1 MW (65,25%) is running
at sufficient load;
- Transformer T1: 110/22 kV (25
MVA) The Suoi Vang 110 kV station with 05 outgoing 22 kV, currently
operating with Pmax =11,9 MW (47,6%) is running lower than the full load;
- Transformer T1: 110/22 kV (40
MVA) The Lam Ha 110 kV station with 04 outgoing 22 kV, currently operating with Pmax
= 26,1 MW (65,25%) is
running at sufficient load;
- Transformer T1: 110/22 kV (40
MVA), Transformer T2:
110/22 kV (25 MVA) the
Duc Trong 110 kV station
with 07 outgoing 22 kV, currently operating with Pmax
= 42 MW (66,6%) is
running sufficient load;
- Transformer T2: 110/22 kV
(40 MVA) the Don Duong 110 kV station with 04 outgoing 22 kV, currently operating with Pmax
= 29,8 MW (74,5%) is
running at full load;
- Transformer T1: 110/22 kV (25
MVA), Transformer T2:
110/22 kV (25 MVA) the
Di Linh 110 kV station
with 08 outgoing 22 kV, currently operating with Pmax
= 21,1 MW (42,2%) is running
lower than the full load;
- Transformer T4: 220/110/22
kV (40 MVA) the Bao Loc 110 kV station with 05 outgoing 22 kV, currently operating with Pmax
= 34 MW (85%) is running at full load;
- Transformer T1: 110/22/6,3 kV
(20 MVA), Transformer T2:
110/22/6,3 kV (20 MVA) the
Bauxite 110
kV station
supplies electricity for customers; Transformer
T1: 110/22
kV (40 MVA) the Bao Lam 110 kV station with 04 outgoing 22 kV, currently operating with Pmax
= 6,1 MW (15,25%) is running
lower than the full load;
- Transformer T1: 110/22 kV (40
MVA) the Đạ Tẻh110 kV with 06 outgoing 22 kV, currently operating with Pmax
= 10,8 MW (26,9%) is
running lower than the full load.
The existing loading status of the
aforesaid 110 kV transformers shows that the loading capacity of the
transformers has averagely reached approximately 47.99%; the transformer at the
Da Lat 1 station (89,2%), the
Don Duong station (74,5%) and
the Bao Loc station (85%) currently
running at full load. With
the current load, the transformers will become full load and be expected to overload.
As a result, much attention should be paid to seeking a solution.
5. Medium and low voltage power networks
5.1. The 35 kV power network:
In Lam Dong Province, there is only
one transformer station known as the 35/22 kV Rômen with the capacity of 1x6,3
MVA, located in Dam Rong
District. This station receives electricity from the Lak 35 kV station (Dak Lak Province) through the Lak – Rômen line, AC-95, 22 lan long to supply electricity for Dam Rong District.
5.2. The 22 kV power network:
The total length of the current 22kV
line in Lam Dong Province is 3,477.5 km, including the 22 kV line invested by customers is 679.7 km; and the 22 kV line invested by the electricity corporation
2,797.9 km.
Electricity of the 22kV distribution
network of the province has been provided by the following 110 kV transformer
stations:
a) The Da Lat 1 110/22 kV station: there are 5 feeders 22 kV including 472, 474, 476,
478, and 480, supplying electricity for Da Lat City
and adjacent areas: of which: feeder 472 connecting to feeder 471, feeder 474 connecting to 473, 476 connecting to 475, and 478 connecting to 477 of the Da Lat 2 station, feeder 480 connecting to 474 of the Duc Trong station and 477 of the Don Duong station and
connected to the Quang Hiep hydraulic electricity plant.
b) The Da Lat 2 110/22 kV station: there are 4 feeders 22 kV comprising 471, 473, 475, and 477, supplying electricity for Da Lat City
and adjacent areas; of
which, the feeders 22kV
have been conncted to the feeders of the Da Lat 1 station. In addition, the Da
Khai hydraulic electricity plant (8MW) has been connected to feeder 471 of the station.
c) The Suoi Vang 110/22 kV station: There are 3 feeders 22 kV including 474, 478, and 480, supplying electricity for Lac Duong
District, particularly
feeder 480 supplies
electricity for the Dan Kia Water Plants 1 and 2; feeder
478 supplying
electricity for the LangBiang and
476 for the areas
adjacent to Da Lat City and connecting to feeder 478 of the Da Lat 1 station.
d) The Rômen 35/22 kV station: There are 2 feeders 22 kV including 471 and 472, supplying electricity for Dam Rong District and Dung K’Nớ Commune (Lac
Duong District); of which, feeder 471 connecting to 471 of the Lam Ha station.
e) The Lam Ha 110/22 kV station: There are 2 feeders 22 kV including 471 and 473, supplying electricity for Lam Ha
District and adjacent areas; of
which, feeder 471 connecting to 477 of the Di Linh station, feeder 473 connecting to 471 of the Duc Trong station and 478 Da Lat and the Ta Nung hydraulic
electricity plant.
g) The Duc Trong 110/22 kV station: There are 5 feeders 22 kV including 471, 472, 473, 474, and 475, supplying electricity for Duc Trong
District, Lam Ha District and adjacent areas. Of which, feeder 471 connecting to feeder 473 of the Lam Ha station, feeder 473 connecting to the Dai Ninh hydtraulic
electricity plant, feeder
474 connecting to
feeder 480 of
the Da Lat 1 station and feeder 477 of
Don Duong station, feeder
475 connecting to
feeder 477 of
Di Linh station and feeder 473 of
Lam Ha station.
h) The Don Duong 110/22 kV station: There are 4 feeders 22 kV including 471, 473, 475, and 477, supplying electricity for Don Duong station and adjacent areas; of which, feeder 477 connecting to feeder 474 of Duc Trong station and feeder 480 of Da Lat 1 station, feeder 473 connecting to 472 of the Cang Rang circuit breaker station.
i) The Di Linh 110/22 kV station: There are 4 feeders 22 kV including 471, 473, 475, and 477, supplying electricity for Di Linh District and adjacent areas; of which, all the 22 kV feeders have been connected to the
22kV network in the region, feeder 471 connecting to feeder 478 of the Bao Loc 220 kV station, feeder 477 connecting to feeder 471 of Lam Ha station and feeder 475 of the Duc Trong station.
k) The Bao Loc 220 kV station – the 110/22 kV-40 MVA transformer: There are 5 feeders 22 kV including 472, 474, 476,
478, and 480, supplying electricity for Bao Loc
City, Bao Lam District
and adjacent areas; of
which, the 22 kV feeders have been all connected to
the 22 kV power network
in the region, feeder
476 connecting to
feeder 471 of
the Bao Lam station, feeder
478 connecting to 471 of the Di Linh station.
l) The Bao Lam 110/22 kV station: There are 4 feeders 22 kV including 471, 473, 475 and 477, supplying electricity for Bao Lam
District, and adjacent areas; of
which, the 22kV feeders have been connected to the 22 kV power network in the region, feeder 471 connecting to 476 of the Bao Loc 220 kV station, feeder 473 connecting to the Da Kai hydraulic electricity plant and
feeder 475 supplying
electricity for the Bauxite
Aluminum.
m) The Da Teh 110/22 kV station: There are 3 feeders 22 kV including 472, 474, and 476, supplying electricity for Đạ Tẻh District, Da Huoai District and Cat Tien District; of which, feeder 474 supplies electricity for Cat Tien
District, 472 for
Da Teh District, Da Huoai District through the 2 circuit
breaker stations of Da Teh and Da Huoai. In
addition to these 3 feeders, there is the feeder 484 connecting to the Dam Bol hydraulic electricity plant.
* Assessments on the existing medium
voltage network:
- The Da Lat 1 110 kV station: Feeder 472 (conductor XLPE-240, loading capacity 605A) is running a load of 6 MW
(28,95%); feeder 474 (conductor XLPE-240, loading capacity 605A) is running a load of 3,5 MW
(16,89%); feeder 476 (conductor XLPE-240, loading capacity 605A) is running a load of 2,7 MW

(11,98%) and feeder 472 (conductor AC-70, loading capacity 265A) is running a load of 2.0 MW (20,03%).
Cross-sectional areas of the feeders’s
conductors are relatively small. Most average are from 70 mm2
to 185 mm2
and lower (conductors with cross-sectional areas
of 240 mm2 are located only at the beginning of
the feeders). The
aforesaid figures show that all the feeders are currently loading power at an
average level. No feeder is overloaded.
5.3. Distribution stations:
The total number of power distribution
stations in Lam Dong Province is 4,988 with 6,340 machines and a total capacity of 637,969 kVA. The transformers with the voltage 22/0.4 kV (3 phases) or 12.7/0.23 kV (1 phase); of which: The property invested by customers comprises
1,941 stations, equal to 299,464 kVA; The property invested by the
electricity is 3,047 station, equal to 338.506 kVA.
5.4. Lower voltage lines:
The total length of the lower voltage
lines in Lam Dong Province was 4,331 km as of March 2017. The 3-phase lower voltage network
accounted for a rather large rate, most of which are placed inside the city,
town or the central areas of the communes. Some are are placed in rural areas. The
demand is low and using one-phase load network.
6. Assessment of the implementation of
former electricity development planning in Lam Dong Province:
6.1. Electricity load development in the 2011
-2015 period:
a) Electricity demand: Commercial electricity load increased
at averagely 9.08%/year; average increasing rate per capita 8.53%/year; Pmax
increased averagely 8.78%/year.
b) Electric grids: The 500 kV transmission lines did show no increase; the 220 kV lines increased averagely 19.4 meter/year; the 110 kV lines increased averagely 25.73 meter/year; the 22 kV lines increased averagely 20.33 meter/year; the 0,4 kV increased averagely 67.86 meter/year.
c) Transformer stations: The 220 kV transformer stations did not show any
increase; the
110 kV transformer
stations increased averagely 29 MV/year; the 22/0,4 kV transformer stations increased
averagely 21,681
kVA/năm.
6.2. Comparisons between implementation
and planning of the electric network in 2011-2015:
a) Electricity demands: compared to the planning, commercial
electricity completed at 84,81%,
average per capita reaching 79.47%; Pmax
reaching 84.62%.
b) Electric grids: The 220 kV lines completed 71.9%; the 110 kV lines 71.9%; the 22 kV lines 82%; the 0,4 kV lines 25,47% accordingly.
c) Transformer stations: The 110 kV transformer stations completed 23.53%; and the 22/0,4 kV transformer stations 197.27%.
II. Existing and estimated provincial socio-economic development during the
planning period
1. Economic growth criteria in 2010 -
2015:
In the 2010 – 2015 period, the economy grew upto 7.62%; of which, the agricultural-forestry sector
increased 6.93%, the industry-construction sector
increased 10.93% and the trading service sector increased
8.03%.
2. Some criteria of provincial socio-economic
growth in 2015 - 2020:
The growth rate of GRDP (in 2010) averagely reached 8 - 9%;
GRDP per capita by 2020 2020 will reach from 70 to 73 million VND; the economic structure by 2020 (based
on the current prices): the agriculture, forestry and aquaculture sector will
reach 46 – 64.5%, the industry – construction 19.5 - 20%, and the commercial service sector 33.5 - 34%; the natural population growth rate by
2020 will be approximately 1.02%.
III. Backgrounds for planning

electricity supplies in the province.

according to electricity loads in 2010 -
2015.
2. Criteria of planning in the 2016 –
2025 stage including consideration by 2035:
2.1. General:
- ensure that electricity consumption
needs are estimated correctly;
- ensure that electricity is
sufficiently supplied to meet households’ electricity needs;
- ensure sufficient electricity for the
provincial socio-economic development during the planning period;
- Increase the trust in electricity
supply and quality, much attention shall be paid to loads of type 1 in the city and in high density residential
areas;
- The structures of electricity
transmission grids shall satisfy the requirements of N-1, reducing energy
losses.
2.2. Criteria on sources of electricity:
- Sources of electricity supply for the
province shall meet the needs of energy consumption effectively including any
backup as stipulated;
- Sufficient capability of contribution
to the regional electricity network;
- Ensure sufficient supply of
electricity in case of any incident;
- The 110 kV network is ensured to satisfy N-1;
- Apply full exploitation of local sources
of electricity supply to meet energy needs in the locality;
- Mobilize electricity sources from medium
and small hydraulic electricity plants to supply loads for other residential
areas;
- Ensure that electricity from medium
and small hydraulic electricity plants is effectively connected to the
electricity system so as to maximize effective exploitation of the generation
of electricity by these plants.
2.3. Criteria on elelctric grids:
- Gradually increase the people’s trust
in electricity supply;
- The structure of electric grids must
satisfy the requirements of electricity supply in which a backup system is
ensured and the structure is not overloaded in the future.
- Take a good advantage of the former
planning to develop a new planning to accord with the general planning of Lam
Dong Province;
- The 22kV grids must also meet the
standards of N-1 and try to reach the low voltage grids and transformers;
- Reduce losses in electric energy from
6.47% in 2015 down to 6,2% in
2020 and to 6% in 2025.
a) Standards for eletric grid operations
- Standards for operation of the 100kV-500kV
eletric grids must apply to Circular No. 25/2016/TT-BCT dated 30th November 2016 of the Ministry of Industry and Trade;
- Standards for operation of the
100kV-500kV distribution grids must apply to Circular 39/2015/TT-BCT dayed 18th November 2015 of the Ministry of Industry and Trade;
(1) Feeders:
- The 220 kV feeders composed of cables of AC-400 or AC-500 or AC-330;
- The 110 kV feeders composed of cables of AC-185 to AC-400 or AC-185 or AC-240.
In terms of reduction of land over-occupation
by electric posts, top priority shall be given to using steel electric posts
strong enough so that numerous cables of electric voltages can be hooked
separately on one row of electric posts rather than more posts; In addition, in a case where there is
difficulty in clearance and making compensations, the exising feeders might be re-used
and upgraded.
(2) Transformer stations:
- Each station 220 kV and 110 kV is designed in a way where a transformer
can receive either of the supply sources in case one source may be out of order;
- Transformers: Transformers with a capacity from 125 to 250 MVA for the 220 kV grids shall be used and from 25 - 63
MVA for the 110 kV grids, to satisfy the demands at each
transformer, ensuring 50-70% of the installed capacity. Transformers must be
installed in a way not to waste too much investment in many cables impossible
for implementation.
Priority should be given to the
choosing of transformer location easy to connect to the 220kV, 110kV feeders. A
consideration shall be taken into upgrading the capacity when local electricity
loads may increase in the future. Attention shall be paid to positioning
transformers near the road, which will be easy for construction and operation
of the transformers later.
b) Medium voltage system
Equipment used for medium and low
voltage systems must ensure that electricity must be supplied for at least 10
years after the planning period.
The medium voltage network in Lam
Dong will be calculated up to 22kV and detailed by 2025. Top priority shall be
given to the building of new 22kV networks.
(1) Structures of electric grids:
- In cities, towns: Medium voltage
networkswill be designed with circular circuits and open circuit operation. Electricity
provided for circular circuits will come from two sources of 110 kV transformers, from two busbars of a 110kV
transformer or from two busbars of a 110 kV transformer;
- Rural and mountainous areas:
(2) Cross-section of 22kV cables used in
the locality:
- Heart areas of cities, towns,
districts:
+ Main feeders: using underground
cables with the cross-section area of > 240 mm2 or open cables with the cross-section
area of > 150 mm2;
+ Underground cables used in heart
areas of cities must meet the aesthestic requirements, with the cross-section
area of > 240 mm2;
+ Branch feeders: using cables with the
cross-section area of > 95 mm2
- Outskirt areas and districts
+ Main fedders using cables with the
cross-section area of >120 mm2;
+ Branch feeders: using cables with the
cross-section area of > 70mm2
(3) Distribution transformers
- As for public transformer stations,
each station must be calculated to satisfy the sufficient capacity in the stipulated
area.
- The loading capacity must be from 65%
and more. In cities and/or new residential towns, (250 - 630) kVA three-phase transformers will be used; and in rural areas: (50 -
250) kVA transformers. Customers’
stations will, based on the scope and locations, be designed suitably in accordance
with types of machines.
- If customers are organizations, individuals
that use their own transformers, the characteristics and loads of such
tranfomers must be registered and cosφ must
be more than 0.9. If cosφ is lower than 0.9, the buyer must install the equipment
of reactive compensations to help increase the cosφ capacity more than 0.9.
- For areas with low load density
(inrural and mountainous areas…), 25; 37.5; 50
kVA one phase capacity transformers, except that three phase transformers
are required. Customers’ own stations will, based on the load scope, be
designed suitably in accordance with types of machines.
(4) Energy losses in medium voltage
networks:
- Normally, operational voltages
permitted at connecting ends shall be fluctuated compared with the nominated
voltage, as follows:
+ At points connecting to electricity
using customers: ± 5%;
+ At points connecting to the
electricity plant: + 10% and - 5%.
- In a case where there is any incident
or during the period of recovering the normal operation after an incident, the
fluctuation of electricity permitted at points connecting to electricity using
customers will be between + 5% and - 10% compared with thenominated voltage
value.
- If there is any severe incident in
the transmission or incident recovery system, the normal value must be ensured.
(5) Trust in electricity supply:
- voltage fluctuations within ± 10% compared with nominated voltage.
- Electricity must be supplied continuously
in a way without any incident. The number of incidents on the system must be subject
to the level of SAIDI, SAIFI and MAIFI.
(6) Reduction of energy losses: including the following causes
- Energy losses caused by power cables and
equipment on the distribution networks;
- Energy losses caused by the
electricity business management and long transmission lines.
c) Low voltage system:
- 220/380 V voltage level;
- For selected new low-voltage networks,
electric lines will be composed of aluminum or copper twisted cables ABC. As for possibly-upgraded ones,
electric lines will be composed of aluminum cables covered with AV;
- In cities, towns: electric lines will
be composed of four-core aluminum or copper twisted cables ABC, with 95 mm2 cross sectional area on the main axis
and with 50 mm2 on the branch axis. In a case where
the load is fullm the second or third ABC cables are extended accordingly, but
the radius of electricity supply does not exceed over 400m long;
- In rural areas: four-core aluminum cables ABC will be
used with ≥ 70 mm2 cross sectional area on the main axis and and with 50 mm2 on the branch axis. The radius of
electricity supply does not exceed over 700m long;
- Cross sectional areas of cables must
be subject to the requirements of the energy loss of lower than 5%.
- Cables leading to households must be
composed of copper cables of 6 mm2 and 11
mm2
cross sectional
areas.

Lam Dong Province’s electricity
system during the past has been provided by the national electricity system as

from 500/220 kV - 450 MVA Di Linh station
and the Da Nhim Hydraulic Electricity (4x40 MW), to supply electricity for the 220 kV Da Nhim station with a capacity of (2x63)
MVA, the 220 kV Bao Loc station with
a capacity of (63+125) MVA and
the 220 kV Duc Trong
station with a capacity of 125 MVA;
2. The 110 kV electricity networks: Most districts and cities have their 110/22
kV transformers to supply electricity
for households’ electricity loads. The 110 kV stations receive their main supply
sources from the three aforesaid 220kV stations, and the 110kV lines cables are
also connected with ring circuits. As a result, the stations can receive
electricity from the two sources, confirming that customers can trust in the
electricity supply source satisfying the standard N1.
However, some zones still haven’t had
110kV transformer stations (in District of Da Huoai, Cat Tien, and Dam Rong).
The 110 kV electricity network of Lam Dong
Province has connected to Dong Nai Province through the 110 kV Da Teh - Tan Phu feeder.
3. The medium electricity network during
the past has seen a relatively-impressive improvement. The total amount of
electricity distribution has been increasingly going up to meet well the
provincial demands of electricity.
However, due to the terrain among the
districts, there is a lack of their cooperation in electricity support.
VII. Balance of provincial electricity supply and demand in each year during
the planning period

IX. Total quantity of feeders and medium-voltage transformers need investing

1. 2016 – 2020 stage:
a) Build 712 km of new lines and upgrade 106 km of the existing dedium-voltage lines.
b) Build new transformers with a total
capacity of 44 MVA,
and upgrade of existing transformers with a total capacity of 26 MVA.
2. 2021 – 2025 stage:
a) Build 1.068 km of new medium lines and upgrade 159 km existing medium lines.
b) Build new transformers with a total
capacity of 66 MVA,
and upgrade of existing transformers with a total capacity of 39 MVA.
X. Electricity supply planning for remote areas
The terrain makes it difficult to
connect electricity cables to remote areas. Much attention shall be paid to applying
solar energy, wind power, small hydraulic electricity, and solar battery of 1kW
to local needs.
XI. Environmental protection and sustainable development in Lam Dong
Province’s electricity development
- Save energy, use energy effectively.
Special attention shall be focused on using forms of renewable energy;
- Special attention shall be paid to
environmental pollution and deterioration in accordance with the Law on
environmental protection, before issuing licenses for planning and investment
projects;
- Attention should be paid to applying
clean technologies and fuels and little-fuel consuming appliances.
XII. Land use needs of items of electricity work
Total needs of land use for
electricity networks in Lam Dong by 2025 will be 5,892,298m2;
of which, permanent
needs for transformer stations and electric column foundations will be 253,498 m2, and the need for electricity safety
corridors will be 5,638,800 m2.
Based on annual needs of land, the
owners shall register their needs of land use with the competenet authorities
for approval as stipulated.
XIII. Summary of the amount of investment and estimate the need of investment capital
for the planning period
1. Summary of investment in electricity
networks in the planning period:
1.1. The 220 kV electricity networks:
a) 220 kV lines:
- In 2016 – 2020 stage: new construction of 34.4 km;
- In 2021 – 2025 stage: new construction of 122.2 km;
b) 220 kV transformer stations:
- In 2016 – 2020 stage: upgrade the capacity of 02 2x250
MVAtransformer stations;
- In 2021 – 2025 stage: upgrade the capacity of 01
1x250 MVA
transformer station.
1.2. 110 kV electric grids:
a) 110 kV lines:
- The 110 kV feeder supplies electricity load for
the local:
+ In 2016 – 2020 stage: new construction of 36.75 km; upgrade of the existing 161.6 km;
+ In 2021 – 2025 stage: new construction of 118 km.
- The 110 kV feeder connecting with the source (hydraulic and wind electricity):
+ In 2016 – 2020 stage: new construction of 24.5 km;
+ In 2021 – 2025 stage: new construction of 14.5 km.
b) 110 kV transformer stations:
- In 2016 – 2020 stage: new construction of 04 transformers 4x183 MVA; upgrade of the capacity of 05 5x200
MVA transformer stations;
- In 2021 – 2025 stage: new construction of 06 6x240

1.3. Medium voltage grids:
a) Lines:
- In 2016 – 2020 stage: new construction of 712 km; upgrade of 106 km;
- In 2021 – 2025 stage: new construction of 1,068 km; upgrade of 159 km.
b) Transformer stations:
- In 2016- 2020 stage: new construction of 44 MVA; upgrade of the capacity of 26 MVA;
- In 2021- 2025 stage: new construction of 66 MVA; upgrade of the capacity of 39 MVA.
2. Summary of investment capital for the
planning period:
The total need of investment capital
for the provincial electricity development in the 2016 - 2025 stage will be 3,916.6 billion Vietnamese dongs, including:
- 220 kV transmission networks: 752.3 billion Vietnamese dongs;
- 110 kV distribution networks: 1,564.3 billion Vietnamese dongs;
- 22 kV distribution networks: 1,600 billion Vietnamese dongs.
XIV. Give assessment of socio-economic effectiveness of electricity
development plans of Lam Dong Province
With the conditions as calculated (according to Table 15 attached), the project will ensure financial economic effectiveness; profitable operations,
and the ability of debt payment in time as agreed.
XV. Policy of implementation of planning
1. Implementation policy
1.1. In terms of the government’s
management:
- Based on the electricity development
Planning of Lam Dong Province approved by the Ministry of Trade, the People’s Committee of districts,
city shall be responsible for making public to all people of the planning.
Every year, detailed planning will be asked to be submitted;
- The Department of Trade will chair
and cooperate with Lam Dong Electricity to report to the People’s Committee of the
implemented results in the year and the electricity development estimated in following
year; regularly cooperate with relevant authorities and agencies to carry out items
of works and electricity plans in the planning.
1.2. Land source:
Based on the annual need of land use,
the owners must register the information of the need of land use with the local
competent authority so that it can be input the total annual land use in the
year before submitted to the district level for approval.
1.3. Technology and environment protection:
- The transformer station system and
lines will be newly constructed to satisfy the requirements of the stipulated
standards; encouragements will be created to apply modern technical standards
and safety;
- Much attention will be paid to using
advanced technology in the field of construction; upgrade items of construction
works to focus on the supervision of the environment against any bad influence
on the invironment.
- Supervise the implementation of the
stipulations on environmental protection during planning.
1.4. Electricity transmission and
distribution networks
Electricity transmission and
distribution networks will accord with the national electricity development Planning
and the provincial electricity development Planning; and with the stipulations
on capacities and locations of transformer stations as planned.
2. Financial policy:
2.1. The electricity industry: The Electricity of Viet Nam, the National Electricity Transmission
Corporation, the Southern Viet Nam Electricity Coporation, and the Lam Dong Province Electricity
Company will invest in the sources of networks of 220 kV, 110 kV and medium-voltage networks and meters.
2.2. For customers outside or from the
industrial park, residential areas, and residential desity areas, electricity
will be provided to fencing.
2.3. For hydraulic electricity projects
and stations, including
transformer stations and the cables connecting to the local grids invested by
customers or as agreed to by customers and the electricity industry.
2.4. The low voltage grids will be used
with various sources depending to the form of management and possession; part
of which is invested by the local budget for remote areas.
XVI. Concusion and proposals:
1. Progress of implementation:
1.1. Preparation for the planning: will be completed in February 2017.
1.2. Approval for the planning: Quarter 3 in 2018.
1.3. Deployment for its implementation:
from 2018 to the end of 2025.
2. Proposals given to relevant
agencies
2.1. For the Electricity of Viet Nam, the
National Electricity Transmission Corporation, the Southern Viet Nam Electricity
Coporation, and
the Lam Dong Province Electricity Company:
a) The Electricity of Viet Nam and the
National Electricity Transmission Corporation are requested to build 220kV
transformer stations and outgoing lines after the stations as planned
b) Construct the 110kV transformer
stations mentioned in the 2011 - 2015 stage
to ensure the supply sources of the distribution grids, and build up the lines
with 110kV ring circuits among the 220kV stations as planned, to increase the
trust in electricity supply.
c) For reduction of the radius of the medium-voltage
grids, the Southern Viet Nam Electricity Coporation and the Lam Dong Province Electricity
Company are requested to urgently build and upgrade the 110kV stations and
medium-voltage feeders as stipulated.
2. For the People’s Committee of Lam
Dong Province:
a) Reach agreements regarding setting up
the directions of electric lines, locations of construction and allocations of
land for these electric line projects in the province.
b) Direct the relevant departments and
agencies of the province to cooperate together for implementation of the Lam
Dong’s Electricity Development Planning.
c) Give assistance in advertising the protection
of electric grids and safety of high-voltage electricity corridors. Cooperate
with Electricity of Viet Nam during implementation.
